(Senate Joint Resolution 5)
Senate Joint Resolution recommending to the Governor the inclusion
in the 1964 fiscal year budget of funds necessary to carry out
recommendation of the Standard Salary Board and the Legis-
lative Council for a longevity pay plan to become effective July 1,
1963.
WHEREAS, Senate Bill 388, which was enacted as Chapter 335
of the Acts of 1961, called for a study by the Standard Salary Board
with a view to creating a longevity pay plan for State employees,
with the requirement that the Standard Salary Board report the
results of its study to the Legislative Council; and
WHEREAS, The Legislative Council, in turn, designated the Com-
mittee on Taxation and Fiscal Matters to receive the report from
the Standard Salary Board; and
WHEREAS, the Committee on Taxation and Fiscal Matters has
received the report of the Standard Salary Board and, in turn, has
made its report to the Legislative Council, which the Legislative
Council adopted; and
WHEREAS, the Committee on Taxation and Fiscal Matters, in
making its report to the Legislative Council, accepted the recom-
mendation of the Standard Salary Board that, effective July 1,
1963, the salary schedules shall be amended to include Step A, which
would provide an automatic longevity increment to be computed
at 4% of the minimum rate of the salary scale to which it applies,
this increment to be paid to any employee who has completed nine
years of continuous and satisfactory service and who has completed
three years at the sixth increment; now, therefore be it
Resolved, By the General Assembly of Maryland, That the
Governor include in his budget presented to the General Assembly
for the fiscal year 1964, the funds necessary to carry out the above
stated recommendation of the Standard Salary Board, approved by
the Committee on Taxation and Fiscal Matters and the Legislative
Council; and be it further
Resolved, That it is recommended by the General Assembly of
Maryland that the Standard Salary Board and the Governor increase
the above recommended rate of 4% for the computation of Step A
to 5%; and be it further
Resolved, That the Secretary of the Senate send a copy of this
Resolution to the Commissioner of Personnel, the Budget Director,
each member of the Standard Salary Board, and to the Governor-
Elect of Maryland after November 6, 1962.
