253. Commission Office, Seal, Records and Meetings.

(a) The office of the Commission shall be in Baltimore City.
The Commission may from time to time hold meetings at any place
within the State of Maryland.

(b) The Commission shall adopt a Seal with such design as the
Governor may approve, and the impression and description of the
Seal shall be filed with the Secretary of the State.

(c) All licenses and official records kept in the office of the Com-
mission under authority of this subtitle shall be open to public in-
spection under such reasonable rules and regulations as may be
prescribed by the Commission. Copies of all records and pro-
ceedings of the Commission, duly certified and authenticated by the
Seal of the Commission, shall be received in evidence in all Courts.

(d) The Commission shall maintain open to public inspection
during office hours a complete indexed record of all licenses issued
under this subtitle, and of all terminations, suspensions and revoca-
tions thereof. The indices and/or records relating to a salesman
licensee shall be set up in such fashion as to disclose all the con~
tractors for whom the salesman is appointed or employed.

(e) The Commission shall meet no less than once a month for
the transaction of any and all business which may come before it.
A quorum consists of three members and the concurrence of three
shall be required for action.

254. Fees for licenses, etc.

(a) No license may be issued or become effective until the ap-
plicant pays the fee therefor as follows:

(1) Contractor's license, regardless of the number of business
locations, for each year or part thereof, including the fee for one
salesman's license

(b) Fees shall be collected

255. License Required; Restrictions on Salesman

(a) Except when otherwise specifically exempted by the pro-
visions of this subtitle, no person shall act in the capacity of a
contractor or salesman unless authorized to do so by a subsisting
license for each such capacity issued in accordance with the pro-
visions of this subtitle.

(b) A salesman's license shall BE ISSUED TO AN INDIVIDUAL
OR NATURAL PERSON ONLY. SUCH LICENSE SHALL not be
limited as to the number of contractors a salesman may represent at
any time. No person shall act as a salesman, and no contractor shall
authorize any person to act as a salesman for him, unless a written
notice of appointment or employment signed by both the contractor
