Commission has the powers expressly conferred or reasonably
implied from the provisions of this subtitle.

(b) The Commission is expressly vested with the power and au-
thority to make and enforce such rules and regulations as are not
inconsistent with the provisions of this subtitle, and which it may
from time to time deem necessary to carry out the provisions of
this subtitle.

(c) It shall be the duty of the Commission to issue licenses as con-
tractor or salesman to all applicants who shall be duly qualified
under and who shall comply with the provisions of this subtitle.

252. Executive Secretary; Employees; Compensation

(a) The Commission shall employ and may discharge at any time
an Executive Secretary who shall be a full time employee of the
State. The Executive Secretary shall:

(1) Take charge of the office of the Commission;

(2) Have custody of the official records and the Seal; and

(S) Collect, account for, and pay over all fees required by this
subtitle in such manner as may be determined by rule or regulation
of the Comptroller of the State of Maryland.

The Executive Secretary shall give bond to the State of Mary-
land in such penalty and form as shall be determined by the
Comptroller.

(b) The Executive Secretary shall compile and keep on file in
the Commission office, as a public record, such rules and regulations
as are in effect, and he shall prepare copies which shall be available
to the public upon request. The Commission shall fix a price for
copies based upon the cost of compilation, preparation and mailing.

(c) Such other assistants and clerks as may be necessary to
assist in discharging the duties imposed by this subtitle, shall be

APPOINTED BY THE EXECUTIVE
SECRETARY.

(d) The Commission may employ and discharge at any time in-
spectors, investigators, or auditors. The Attorney General of Mary-
land may appoint a qualified attorney at law who shall serve at the
pleasure of the Attorney General to represent the Commission.

(e) Compensation for the Executive Secretary and all other em-
ployees of the Commission shall be as provided in the State budget.
The disbursement of appropriations in the State budget for salaries
and expenses shall be made in accordance with the regulations of
the State Comptroller relating thereto.

(f) Compensation for members of the Commission shall be as
provided in the budget
