Commissioner of Correction a statement and report of the affairs
of their respective institutions setting out the matters and facts
required in Section 678 of this article insofar as these matters
and facts may relate to the affairs of the institution of which he is
warden or superintendent, and the statement and report required to
be made in this section shall be duly sworn to by the warden or
superintendent and clerk of the institution concerning which said
statement and report are made.

Officers and Employees

684.

(a) The Department may appoint such officers and employees as
necessary from time to time to an efficient and effective operation of
the Department and of the several institutions and agencies therein
as may be provided for in the Budget from time to time, at such
compensation and with such remuneration for traveling and other
expenses incident to their duties as may be provided in the Budget
from time to time.

(b) Except for the positions of Commissioner, Correctional Direc-
tory Industries Director, warden, superintendent, assistant warden,
and assistant superintendent all officers and employees
of the De-
partment are members of the classified service provided for in Article
64A of this Code. The warden
OR SUPERINTENDENT of each
institution is the appointing officer for employees of that institution,
and the Commissioner is the appointing officer for all other em-
ployees in the Department.

685.

The Department may provide

A dwelling for the warden or superintendent of any institution in
the Department, but the wardens or superintendents may not receive
any other compensation or perquisite except for their salaries.

(a) The Governor may require the Commissioner to execute a
surety bond, with corporate surety to be approved, and in such
amount as required by the Governor, the premium for which shall
be paid from funds of the Department with condition that he faith-
fully perform the duties of his office and account for all funds re-
ceived through his position as Commissioner.

(b) The Commissioner may require any subordinate officer or
employee of the Department to execute a surety bond, with corporate
surety to be approved and in such amount as required by the Com-
missioner, with the approval of the State Comptroller, with condition
that he faithfully perform the duties of his office and account for
all funds received through his position as officer or employee.
THE
PREMIUM FOR ANY SUCH BOND SHALL BE PAID FROM
FUNDS OF THE DEPARTMENT.

(c) A person who fails to provide or maintain a surety bond as
required in this section shall not be permitted to assume the duties
of the position, and after such failure for a period of thirty days he
forfeits the office or employment to which appointed.
