and any institution or agency thereunder. Title to and possession of
property by the Department is as a trustee of the State of Maryland
and the custody, use, acquisition, and conveyance of any property
are subject generally to the powers and functions of the Board of
Public Works.

(b) The Department may acquire property as required for its
use and for the several institutions and agencies thereunder, by
contract, purchase, or otherwise; and it may sett or otherwise dispose
of and convey any property as appropriate to the needs of the De-
partment and its several institutions and agencies.

669. The Department controls the financial affairs of its several
institutions and agencies, and no bill or account against one of the
institutions or agencies is payable unless approved by the Department.

670. The Department of Correction may apply for and receive
from the federal government or any board, bureau, commission,
department or other agency thereof any funds, chattels, or foodstuffs
by way of grant or loan that may be offered to be used in the estab-
lishment and/or maintenance of the State
PENAL AND reformatory
institutions under its jurisdiction on such terms as said Board
DEPARTMENT approves, provided there be IS no requirement to
apply said funds, chattels, or foodstuffs or any part thereof in con-
travention of any provision of Maryland law relating to such insti-
tutions, and provided further that no such funds, chattels, or food-
stuffs may be accepted by way of loan without the approval of the
Board of Public Works first having been obtained. The repayment
thereof with the interest, if any, shall only be made out of funds
appropriated to the Department in the Budget.

671. The party with whom any contract may be made by the
Department may be required by the Department to execute a bond to
the State, with security approved by the Department

in such amount as the De-
partment may fix for the faithful performance thereof; and the
Department may rescind any contract as soon as there is a failure to
comply therewith, and the Department in the name of the State and
for the use of said Department may institute suit on the bond for
any breach thereof.

Advisory Board

672.

(a) The Advisory Board of the Department of Correction is
established. It has eight members,

FROM TIME TO TIME IS THE PERSON WHO IS SERVING AS
CHAIRMAN OF THE BOARD OF PAROLE AND PROBATION,
EX OFFICIO. The Governor shall appoint the other seven members
from time to time, and for good cause shown may remove any mem-
ber or members from this appointive group. Vacancies on the Board
from time to time, from any cause, shall be filled by the Governor
for the unexpired term.

(b) The appointments to the Board shall be without regard to
political affiliation. Members of the Board shall be at least thirty
years of age, and interested and preferably experienced in social
welfare and penology; and at least one of them shall be a woman.
They shall all be persons of ability and understanding, and of
