respected position in their several respective communities. All of
them shall be residents of this State.
(c) Members of the Board receive no compensation for their serv-
ices, but they may be reimbursed for necessary and proper expenses
incurred in their duties as such.
(d) The Advisory Board shall meet and organize promptly after
its appointment. The Governor shall name one of its members as
Chairman from time to time. The Board shall meet at least

BI-MONTHLY, at a time and place as designated by the
Board or its Chairman.
(e) The Board shall study and observe procedures in and the de-
velopment and progress of the penal system of this State; and shall
study, and may consult with officials of, other penal institutions and
systems. Upon request of the Board, any official or employee of the
Department shall attend its meetings from time to time, giving to the
Board such information and opinions as requested. The Board may
make suggestions and give advice to the Commissioner of Correc-
tion, as to the operations and administration of the Department and
of its several institutions and agencies.
(f) The members of the Board of Correction as it existed on May
31, 1962, are on June 1, 1962, members of the Advisory Board of
the Department of Correction. Their respective tenure is as follows:
The two members whose terms expire in 1966 have such terms; but
if an appointment or appointments have not then been made for the
vacancies occurring on the Board of Correction in 1962, this appoint-
ment or appointments to the Advisory Board are for terms of four
years, ending in 1966. The five remaining members of the former
Board of Correction shall then be listed by name in alphabetical
order. The first two on the list are 'members of the Advisory Board
with initial terms ending in 1965. The third and fourth on the list are
members of the Advisory Board with initial terms ending in 1964.
The fifth person on the list is a member of the Advisory Board with
an initial term ending in 1963. After these initial terms, all subse-
quent appointments to the Advisory Board are for terms of four
years each.
Commissioner of Correction

(a) The office of Commissioner of Correction is created. He shall
be appointed by the Governor, by and with the consent and advice
of the Senate of Maryland. His appointment is for an indefinite
term, at the pleasure of the Governor; and in the operation and
conduct of the Department he is responsible solely to the Governor.
Elsewhere in this sub-title he is referred to as "the Commissioner"
or as "Commissioner". The salary of the Commissioner shall be as
provided in the budget.
(b) The Commissioner shall be a person of broad knowledge of
penal institutions and systems. He shall be a person of maturity and
judgment, with knowledge of penal procedures and methods, correc-
tional theories, institutional operations, and the psychology of
prisoners.
(c) Before assuming the duties of his office, the Commissioner is
required to take the constitutional oath of office.
