association incorporated under the laws of this State or any IN-
SURED federal savings and loan association organized under the
laws of the United States.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.

(House Bill 190)
AN ACT to repeal and re-enact, with amendments, Sections 269, 294
and 317 of Article 41 of the Annotated Code of Maryland (1957
Edition and 1961 Supplement), title "Governor—Executive and
Administrative Departments", sub-title "Washington Metropolitan
Area Transit Regulation Compact", providing that the Dulles
International Airport be included in the Metropolitan Area Transit
District, that independent cities lying within the Metropolitan Dis-
trict be included in the Metropolitan District, limiting the juris-
diction of the Washington Metropolitan Area Transit Commission
to the confines of the Metropolitan District, exempting transporta-
tion performed by an inter-city carrier within the Metropolitan
District whose only transportation is between points outside the
Metropolitan District and points within the Metropolitan District,
subjecting certain vehicles performing taxicab services to the pro-
visions of the Washington Metropolitan Area Transit Regulation
Compact, and specifying the fiscal year of the Commission and the
time in which the annual report must be rendered.
WHEREAS, The Washington Metropolitan Area Transit Compact
was entered into and executed in 1959 by the State of Maryland, the
Commonwealth of Virginia and the District of Columbia, for the
purpose of regulating and securing the free and easy movement of
persons and vehicles within the area; and
WHEREAS, The Washington Metropolitan Area Transit Commission,
which is charged with the administration of the Compact, has pro-
posed the following amendments to the Compact: That cities lying
within the Metropolitan District, becoming independent subsequent
to the adoption of the Compact, be clarified as included in the Metro-
politan District; that Dulles International Airport be included in the
District to insure that the Commission has jurisdiction over this area;
limiting the jurisdiction of the Commission to the confines of the
Metropolitan District; exempting transportation performed by an
inter-city carrier within the Metropolitan District whose only trans-
portation is between points outside the Metropolitan District and
points within the Metropolitan District, subjecting certain vehicles
performing taxicab services to the provisions of the Compact, and
specifying the fiscal years of the Commission and the time in which
the annual report must be rendered; and
