State Government, (2) legislation dealing with an acute emergency,
and (3) legislation in the general public welfare. When the General
Assembly shall be convened by Proclamation of the Governor, the
session shall not continue longer than thirty days, but [an]j no
additional compensation other than mileage and other allowances
provided by law shall be paid members of the General Assembly for
special session.

SEC. 2. And be it further enacted, That the aforegoing section
hereby proposed as an amendment to the Constitution of this State
shall be, at the next general election, to be held in this State in the
year 1962, submitted to the legal and qualified voters thereof for
their adoption or rejection in pursuance of the directions contained
in Article 14 of the Constitution of this State, and at the said general
election, the vote on the said proposed amendment shall be by ballot,
and upon each ballot there shall be printed the words "For the Con-
stitutional Amendment" and "Against the Constitutional Amend-
ment", as now prescribed by law, and immediately after said election,
due returns shall be made to the Governor of the vote for and against
said proposed amendment, as directed by said Article 14 of the Con-
stitution and further proceedings had in accordance with said Article
14.

CHAPTER 113
(House Bill 183)

AN ACT to repeal and re-enact, with amendments, Section 213 (b)
of Article 16 of the Annotated Code of Maryland (1957 Edition),
title "Chancery", sub-title "Uniform Gifts to Minors Act", to in-
clude NATIONAL BANKS AND INSURED State and federally
chartered savings and loan associations within the definition of
"bank" under the Uniform Gifts to Minors Act.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 213 (b) of Article 16 of the Annotated Code of Mary-
land (1957 Edition), title "Chancery", sub-title "Uniform Gifts to
Minors Act", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

213.

(b) A "bank" is any banking institution formed pursuant to
Article 11 of the Annotated Code, title "Banks and Trust Companies"
OR PURSUANT TO THE LAWS OF THE UNITED STATES AS
A NATIONAL BANK, or any INSURED homestead or building
