[Provided further that any desk officer or employee of either
house of the General Assembly, who was receiving an annual salary
as compensation for such employment as of February 1, 1961, and
who previously served as a desk officer or employee of either house
of the General Assembly and received per diem compensation for
such previous service, shall be entitled to prior service credit equal
to four years for any four-year term of a General Assembly during
which such previous service was rendered. ]

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.

CHAPTER 112
(House Bill 181)

AN ACT to propose an amendment to Section 15 of Article III of
the Constitution of Maryland, title "Legislative Department", to
increase the compensation of the members and presiding officers
of the General Assembly, and to correct an error therein, and sub-
mitting this amendment to the legally qualified voters of the State
for their adoption and rejection.

SECTION 1. Be it enacted by the General Assembly of Maryland,
(Three-fifths of all the Members elected to each of the two Houses
concurring), That the following section be and the same is hereby
proposed as an amendment to Section 15 of Article III of the Con-
stitution of Maryland, title "Legislative Department", the same, if
adopted by the legally qualified voters of the State, as herein provided,
to become a part of the Constitution of Maryland:

15.

The General Assembly may continue its session so long as in its
judgment the public interest may require, for a period not longer
than ninety days in odd years and thirty days in even years; and on
and after January 1, 1919 1963, each member thereof shall receive a
compensation of [Eighteen Hundred Dollars ($18, 000. 00)] Three
Thousand Dollars ($3, 000)
per annum, payable quarterly, with a de-
duction of Fifteen Dollars ($15. 00) per diem for each day of unexcused
absence from any session; and he shall also receive such mileage as
may be allowed by law, not exceeding Twenty Cents per mile; and the
presiding officers of each House shall receive an additional compen-
sation of [Two Hundred and Fifty Dollars ($250] Five Hundred
Dollars ($500)
per annum. In any of said thirty-day sessions in even
years, the General Assembly shall consider no bills other than (1) Bills
having to do with budgetary, revenue and financial matters of the
