Code of Maryland (1957 Edition), title "Civil Defense" (said
Article ISA having been added to the Code by legislation enacted
by the General Assembly of 1962), to follow immediately after
Section 35 thereof, and to be under the new sub-title "When
Powers Become Effective", providing for the times of becoming
effective and for the duration of being effective of certain laws,
ordinances, resolutions, and regulations of this State, of any of its
political subdivisions, and of any department, board, bureau, com-
mission, or other agency of the State, or of one of its subdivisions,
which relate to or concern a civil defense emergency or disaster,
actual or threatened; and providing also for non-emergency
powers of civil defense and of civil defense agencies.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section 36 be and it is hereby added to Article 16A of
the Annotated Code of Maryland (1957 Edition), title "Civil De-
fense" (said Article 16A having been added to the Code by legisla-
tion enacted by the General Assembly of 1962), to follow immedi-
ately after Section 35 thereof, and to be under the new sub-title
"When Powers Become Effective", and to read as follows:

When Powers Become Effective
36.

All laws, ordinances, resolutions, and regulations of this State and
of any of its political subdivisions, and of any board, department,
bureau, commission, or other agency of the State or of one of its
political subdivisions, which relate to or concern a civil defense
emergency or disaster, actual or threatened, military or warlike
catastrophe, are applicable and may be applied during the effective
period of an official proclamation of the Governor of this State de-
claring a portion or all of the particular area to be within a civil
defense emergency or disaster area, actual or threatened. The pro-
visions of this section do not qualify or reduce powers of civil
defense or of civil defense agencies which for their effectiveness do
not depend upon the existence of an emergency or upon a proclama-
tion by the Governor.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.

AN ACT to REPEAL AND RE-ENACT, WITH AMENDMENTS,
AND TO renumber and recodify Section 7 of Article 75C of the
Annotated Code of Maryland (1957 Edition, as it may be amend-
ed), title "Prohibited Actions", this section hereafter to be num-
bered as Section 38 of Article 16A of the Code, title "Civil De-
fense", this Article 16A having been created by legislation enacted
by the General Assembly of 1962; and said Section 38 to follow
