85. (a) If, by reason of any military or warlike catastrophe, there
are conditions of serious human suffering, death, personal injury,
and property damage, or any of these conditions, in any of the coun-
ties of this State; and if the Governor of Maryland for this reason
officially has proclaimed part or all of the county to be within a civil
defense emergency or disaster area, actual or threatened, the board
of county commissioners or county council of the county has the
powers granted in this section for the period during which the proc-
lamation is effective.
(b) In such event, the board of county commissioners or county
council may borrow or contract for money, materials, and services,
or any of them, upon the faith and credit of the county. In order to
provide for payment of the items so borrowed or contracted for, the
board or council may issue bonds, notes, or other certificates of in-
debtedness, upon the faith and credit of the county, to any person,
firm, corporation, or governmental agency which lends or supplies
the items, upon such terms, conditions, rate of interest, and pro-
visions for repayment as may be determined by the board or coun-
cil; and for the same purpose, and in order to make payments of
principal and interest on any such certificates of indebtedness, the
board or council may impose a special levy on the taxable property
within the county, sufficient in amount to repay the money, ma-
terials, and services borrowed and to make all payments of principal
and interest on the bonds, notes, or other certificates of indebtedness
issued and outstanding.
(c) Monies, materials, or services obtained under the provisions
of this section may be secured, expended, or used in cooperation with
other governmental units or agencies, on a matching basis or other-
wise as determined by the board of county commissioners or county
council.
(d) For the purposes of this section, any legal restrictions or de-
laying procedures upon the purchase, lease, or rental of materials and
equipment, or upon the securing and hiring of personal services, or
upon the face value of notes, bonds, or other certificates of indebted-
ness that may be issued and outstanding, or upon the rate of taxation
which may be imposed, are waived and may be disregarded by the
board of county commissioners or county council.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1962.
