former tax on such vehicles popularly referred to as the "seat mile
tax" in order to remove from said Section 4 a limitation upon the
period during which said Chapter 267 should be effective thereby
making the provisions of said Chapter 267 effective until further
amendment by the General Assembly.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 4 of Chapter 267 of the Acts of 1961 be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
4. That this Act is hereby declared to be an emergency measure
and necessary for the immediate preservation of the public health
and safety, and having been passed by a yea and nay vote supported
by three-fifths of the members elected to each of the two houses of
the General Assembly, the same shall take effect from the date of its
passage, and apply to the registration of those motor vehicles herein
referred to on and after May 1, 1961 £, to be effective for one year,
through April 30, 1962, and to be subject to re-enactment].
SEC. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

orders of the lower court in connection with the Unsatisfied Claim
and Judgment Fund Law, and matters incident thereto.
