public and private organizations and agencies concerning the prob-
lems of alcoholism as it may determine, for the purpose of prevent-
ing alcoholism and treating and rehabilitating those who suffer from
alcoholism. In making such surveys, studies, recommendations and
reports, it shall be authorized to expend any funds which may be
provided for in the budget or otherwise made available to the Com-
mission. The Commission shall cooperate with and receive the coop-
eration of other State agencies, departments, boards, and commis-
sions in effectuating the purposes of this Act.
(b) The Commission or its Director is authorized to accept in the
name of the State special grants of money or services from the Fed-
eral or State governments or any of their agencies and to accept
gifts from private or public sources to carry on the activities of the
Commission.
(c) It shall be the duty of the Commission to submit an annual
report to the Governor and the General Assembly. Said report is to
set forth the results of its work and its recommendations, if any, for
legislation.
SEC. 2. And be it further enacted, That the State Commission on
Alcoholism herein established is a continuation of the agency hereto-
fore established on a temporary basis and known as the Maryland
Commission on Alcoholism. As of the effective date of this Act, all
property in the control or custody of the Maryland Commission on Al-
coholism, including office supplies and equipment and office records,
is transferred to the State Commission on Alcoholism herein created.
At the same time all references to the Maryland Commission on
Alcoholism on the books and accounts of this State and in any laws,
regulations, ordinances, and resolutions of this State, any depart-
ment or agency thereof, and of any political subdivision thereof, are
transferred to and shall henceforth be in the name of the State Com-
mission on Alcoholism herein created.
SEC. 3. And be it further enacted, That this Act shall take effect
on July 1, 1962.

AN ACT to repeal and re-enact, with amendments, Section 4 of
Chapter 267 of the Acts of 1961, amending the law which amended
Sections 273 and 274 of Article 81 of the Code, Sections 184 and
185 of Article 56 of the Code and Section 81 (j) of Article 66 1/2
of the Code, all concerning certain fees for the registration of cer-
tain motor vehicles which carry passengers for hire in lieu of the
