ing1 generally to the State Commission on Alcoholism and to the
problems of alcoholism in this State.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 2, 3 and 4 of Article 2C of the Annotated Code of
Maryland (1961 Supplement), title "Alcoholism", be and the same
are hereby repealed, and that new Sections 2, 3 and 4 are hereby
enacted, to stand in the place of the sections so repealed and to read
as follows:
2. (a) There is hereby created a Commission to be known as the
Maryland Commission on Alcoholism, The Commission shall consist
of eleven (11) members, eight (8) of whom shall be appointed by
the Governor. Of the eight (8) members so appointed, one shall be a
psychiatrist, one shall be a physician other than a psychiatrist, one
shall be an attorney or fudge, one shall be a recovered alcoholic, and
four shall be citizens of Maryland chosen from the following fields:
psychology, sociology and/or from commerce or industry. Three (3)
of the members shall be, ex officio, the Commissioner of the State
Department of Health or his designate, the Commissioner of Mental
Hygiene or his designate, and the Superintendent of Prisons or his
designate.
(b) Of the eight (8) members initially appointed, two shall be
appointed for terms of one year, two for three years, two for five
years, and two for six years, and thereafter, their successors shall
be appointed for terms of six years each. The Governor shall desig-
nate one of said eight (8) members as Chairman of the Commission.
No appointed member of the Commission shall serve more than two
full terms.
(c) When the Governor determines that there is a vacancy on the
Commission, he shall proceed to fill it for the unexpired term by
appointing thereto a person with such qualifications as are necessary
to comply with the specifications set forth in this section.
(d) The members of the Commission shall not receive, any com-
pensation for their services but shall be paid their reasonably neces-
sary expenses incurred in the performance of their duties.
S. (a) The Commission shall make and adopt such rules and
procedures as are necessary for it to properly carry out its business.
Such rules and procedures shall include, but not necessarily be lim-
ited to, rules governing attendance at meetings. Failure of members
of the Commission to abide by rules regarding attendance shall con-
stitute automatic resignation by such member.
(b) The Commission shall appoint a properly qualified person who
is not a member of the Commission as its Director, who shall be
Secretary, ex officio, to the Commission, and who shall perform such
duties as shall be designated by the Commission. The Director shall
not be subject to the provisions of Article 64A of this Code, entitled
"Merit System". He shall receive such salary as shall be provided in
the budget. The Director shall be authorized to employ such assist-
ants as shall be necessary to carry out his duties. Such employees
and assistants shall be appointed in accordance with Article 64A of
the Annotated Code of Maryland.
4* (a) The Commission shall have authority and power to make
such surveys, studies, recommendations and reports to appropriate
