County Commissioners or County Council may establish provisions
and regulations applying to the formation of a new county or counties.
The provisions of this section specifically include authority by two
or more counties to set up a new county or counties composed of
portions of two or more counties. "

The billy as amended, was read the second time and ordered passed
to its third reading.

Two-thirds of all the Senators-elect did not vote in the affirmative,
the rules were not suspended by yeas and nays as follows, and the bill
was not put upon its third reading and final passage.

by which House Bill No. 2 was not put on third reading under suspension
of rules.
