Amendment to the Amendments to House Bill No. 1
By Senator Phipps from the floor:

Amendment No. 14—At the end of the title of the third reading file,
bill, add the following: "; and to add a new Section 220 to Article 25 of
the Annotated Code of Maryland (1957 Edition and 1961 Supplement),
to follow immediately after Section 219 thereof and to be under the new
subtitle 'New Counties', providing for organizing new counties pursuant
to the provisions of Section 1 of Article 13 of the Constitution of Mary-
land and relating generally to the proceedings therefor. "

Amendment No. 15—Immediately preceding line 1 of Section 2 on
page 5 of the third reading file bill, insert the following:

"Section 1A. And be it further enacted, That new Section 220
be and it is hereby added to Article 25 of the Annotated Code of
Maryland (1957 Edition and 1961 Supplement), to follow immediately
after Section 219 thereof and to be under the new subtitle 'New
Counties', and to read as follows:

220. The Board of County Commissioners or County Council of
every county in this State may form new counties. In so doing,
there shall follow the applicable provisions of Section 1 of Article 13
of the Constitution of Maryland. As to any provisions or procedure
for forming new counties which are not prescribed or referred to
in said Section 1 of Article 13 of the Constitution, the Board of
