Senate Joint Resolution No. 1—By Senators Malkus and Weant:

Subject: DIRECTED AGAINST THE CONSTRUCTION GIVEN
BY THE JUDICIARY TO THE FOURTEENTH AMENDMENT IN
CASES CONCERNING REAPPORT10NMENT OF STATE LEGISLA-
TURES AND THE CONDUCT OF STATE ELECTIONS.

Upon motion of Senator Malkus, duly seconded, the said bill was
made the Special Order of Business for May 29, 1962 at 8: 05 P. M.

REPORT OF RULES COMMITTEE
House Bill No. 2—By the Speaker:

A Bill entitled: "An Act to propose an amendment to Section 5 of
Article III of the Constitution of Maryland, title 'Legislative Department',
revising the provisions concerning the membership of the House of Dele-
gates and the representation of the several political sub-divisions therein,
and submitting this amendment to the qualified voters of the State for
adoption or rejection.

Mr. Delia, for the Rules Committee recommended House Bill No. 2
be re-referred to the Judicial Proceedings Committee.

Said recommendation was approved and House Bill No. 2 was referred
to the Judicial Proceedings Committee.

INTRODUCTION OF RESOLUTION
Senate Resolution No. 3—By Senators North, Dean and Delia:

Senate Resolution expressing sincere wishes for a speedy recovery to
Herbert R. O'Conor, Jr.

On the weekend prior to the date of the recent primary election,
Herbert R. O'Conor, Jr., was seriously injured in an automobile acci-
dent while returning to Baltimore from the pre-primary political
meeting in Charles County.

Since then aided by the prayers and best wishes of all his friends
throughout the State, he has been recovering from his injuries.

We are pleased that he is recovering steadily and we certainly
hope that our expression of best wishes will help to speed his recovery
so that he will soon be again among us; now, therefore, be it

Resolved by the Senate of Maryland, that we express our most
sincere good wishes to Herbert R. O'Conor, Jr., for a quick, speedy
and complete recovery from his recent injuries; and be it further

Resolved, That a copy of this Resolution is sent to Mr. and Mrs.
Herbert R. O'Conor, Jr.

Which was read and adopted.

RECESS

At 1: 00 o'clock P. M., on motion of Mr. Pine, the Senate took a recess
until 1: 15 o'clock P. M.
