Annapolis, Md., May 29, 1962.
The Senate met at 12: 35 o'clock P. M.

Prayer was offered by Rev. James Madison of Annapolis, Maryland.
Present at roll call were the following Senators:

President, Barrick, Bertorelli, Buffington, Dean, Dorf, Dorsey, Gonder, Hall,
Hepbron, Hughes, James, Johnson, Jones, Mach, Malkus, North, Parran, Phipps,
Phoebus, Pine, Schweinhaut, See, Shipley, Snyder, Weant, and Wheatley. Total—27

The Journal of May 28, 1962 was read and approved.

ORDERS
By Senator Pine:

That Mrs. Nock be excused from today's session on account of
death in her family.

That Mr. Sanford be excused from today's session on account of illness
in his family.

FIRST READING OF HOUSE BILLS
House Bill No. 2—By the Speaker:

A Bill entitled: "An Act to propose an amendment to Section 5 of
Article III of the Constitution of Maryland, title 'Legislative Depart-
ment', revising the provisions concerning the membership of the House
of Delegates and the representation of the several political sub-divisions
therein, and submitting this amendment to the qualified voters of the
State for adoption or rejection.

Which was read the first time and referred to the Committee on Rules.

THIRD READING

The President laid before the Senate, bills for a third reading as
follows:

Subject: MAKING AN EMERGENCY APPROPRIATION FOR THE
PAYMENT OF THE EXPENSES OF THE GENERAL ASSEMBLY
