He has become a member, by adoption, of the Eastern Shore Dele-
gation in pursuance of his study of the mores and cultures of the
Eastern Shore.

Not only has he served in this House with great distinction, but
what is more important, it can truly be said he has filled his seat well;
now, therefore, be it

Resolved by the House of Delegates of Maryland, That we con-
gratulate the Honorable Carl W. Bacharach upon his nomination for
a judgeship on the People's Court of Baltimore and we wish him
well in the general election; and be it further

Resolved, That a copy of this Resolution is sent to the Honorable
Carl W. Bacharach.

Anne Arundel County.

WHEREAS, Delegate Ridgely P. Melvin, Jr. has served four years
as Chairman of the Judiciary Committee of this House of Delegates;
and

WHEREAS, he has exhibited broad knowledge and grasp of every
facet of the law; and

WHEREAS, at the hearings before said Committee he has given all
persons full opportunity to present their views on legislation before
said Committee in a patient and courteous manner; and

WHEREAS, in the deliberations of the said Committee he has been
quietly forceful and fair; and

WHEREAS, on the floor of the House he has explained bills and Com-
mittee amendments thereto in a way which was clear and complete;
and

WHEREAS, at all times it was plain that he refused to sacrifice
principle for expediency, and always displayed the highest degree
