and franchises relating thereto, architectural and engineering serv-
ices, including preparation of plans, drawings and specifications for
such storm water and surface water drainage systems and all custom-
ary permanent appurtenances for such storm water and surface
water drainage systems.

6A-2. The County Commissioners are hereby authorized, when
in their judgment it is deemed expedient or necessary, to plan,
design, construct, maintain and operate a system for the control
and disposition of surface waters, including storm water drainage,
within the limits of Anne Arundel County, and for such purpose,
the County Commissioners shall use and exercise all of the power
and authority heretofore given to them by law for the construction
and maintenance of roads, ways, alleys, curbs, sidewalks and
gutters. In addition to the powers heretofore conferred and
herein expressly referred to, the County Commissioners shall have
the power of condemnation, which power is hereby expressly granted,
said power to be used by the County Commissioners if and when
necessary, for furtherance of the purposes of this Chapter. In the
condemnation of property authorized by this section of this Chapter,
the County Commissioners shall proceed in the manner provided by
Article S3 A of the Annotated Code of Maryland (1957 Edition), as
amended from time to time.

6A-3. The portion of Anne Arundel County which lies north
and east of the following traverse line is hereby designated and
constituted for the purpose set forth in this Chapter to be the
"Patapsco Drainage Area, " which shall be a separate taxing district
for the purpose of imposing the taxes authorized by Section 6A-11.

Beginning for the same at a hub set in the centerline of the Gov-
ernor Ritchie Highway and being the following three courses and
distances from Monument Brooks (USC & GS), also located in the
centerline of Governor Ritchie Highway, viz: South 35° 52' 20"
East—596. 59' to point 14 South 35° 00' 50" East—759. 35' to point 13
and South 35° 28' 10" East—857. 42' to point 12; thence leaving said
beginning point so fixed and the centerline of Governor Ritchie High-
way, North 56° 17' W East—92. 41' to hub 11, North 60° 16' W"
East—258. 71' to hub 10, South 78° 47' 50" East—26141' to hub 9,
South 60° 28' SO" East—436. 73' to hub 8, South 59° 07' 40" East-
186. 50' to hub 7, South 77° 42' 30" East—117. 39' to hub 6, North
65° 05' 10" East—193. 76' to hub 5, North 30° W East—342. 00' to
hub 4, South 52° 48' 10" East—735. 75' to hub 3, South 75° 19' 50''
East—463. 90' to hub 2, South 79° 40' 30" East—446. 30* to P. K.
Nail 1 set in the centerline of Jumpers Hole Road; thence leaving
