special assessment to be known as a drainage system assessment
to be imposed on benefited property within the Patapsco Drainage
Area and to levy a special ad valorem tax within the Patapsco
Drainage Area, the proceeds of such drainage system assessment
and special ad valorem tax to be together the primary source for
the payment of the principal of and interest on bonds issued
pursuant to said Chapter; empowering and directing said County
Commissioners to contract to levy and to levy, impose and collect
annually ad valorem taxes on all the assessable property within
Anne Arundel County which, in addition to the State and Federal
allotments, if any, the drainage system assessments and the special
ad valorem taxes, will provide funds sufficient for the payment of
said maturing principal and interest; exempting said bonds and
said refunding bonds and the interest thereon from all State,
county and municipal taxation in the State of Maryland; authoriz-
ing the County Commissioners to reimburse, from proceeds of
the sale of bonds, the general funds and surplus funds of Anne
Arundel County for any monies advanced in connection with the
planning and design of storm water or surface water drainage
systems within the Patapsco Drainage Area and relating generally
to the planning, design, financing and construction of storm water
and surface water drainage systems in Anne Arundel County.

SECTION I. Be it enacted by the General Assembly of Maryland,
That a new Chapter 6A, title "Drainage, " consisting of Sections
6A-1 to 6A-16, inclusive, be and the same is hereby added to the
Code of Public Local Laws of Anne Arundel County (1957 Edition),
being Article 2 of the Code of Public Local Laws of Maryland,
title "Anne Arundel County, " to follow immediately after Chapter 6,
title "Courts, " of said Code, said new sections to read as follows:

6A-1. As used in this Chapter, the following terms shall have
the following meanings, except in those instances where the context
clearly indicates otherwise:

(a) the term "County Commissioners" shall mean and include the
body politic and corporate of the State of Maryland known as the
"County Commissioners of Anne Arundel County" and the Board
of County Commissioners of Anne Arundel County;

(b) the term "storm water or surface water drainage system"
shall include, without thereby limiting the meaning thereof, all plants,
systems, facilities or properties used or useful or having the present
capacity for future use in connection with the draining of storm
water or surface waters and any integral part thereof, including
drains, channels, pipes, conduits, inlets, curbs and gutters, manholes,
junction chambers, channel junctions, bend structures, endwalls,
culverts, retaining walls and equipment, appurtenances, and all
properties, rights, easements and franchises relating thereto and
deemed necessary or convenient by the County Commissioners for
the operation thereof; and

(c) the term "construction" shall include, without thereby limit-
ing the meaning thereof, the construction, reconstruction, improve-
ment, extension, acquisition, alteration, repair and modernization of
storm water or surface water drainage systems in Anne Arundel
County, including the acquisition of all properties, rights, easements
