ry into effect any fcheme of a lottery, for the purpofe of raifing a fum of money
not exceeding fifty thoufand dollars, and to difpofe of the tickets in fuch lottery,
and to make all neceffary arrangements and regulations refpecting the manner and
time of drawing and completing the fame; provided, that before the fale fhall
be made of any ticket in virtue of this authority, the faid James Wilfon, Samuel
Hughes, Gabriel Chriftie, Gideon Denifon, John Hall and John Lee Gibfon,
or fuch majority of them as fhall undertake to aft, fhall give bond to the ftate,
with good and fufficient fecurity, to be approved of by the chief juftice, or one
of the affociate juftices, of Harford county court, in the penalty of forty thoufand
pounds current money, for the faithful payment in the firft place of all expences
incurred in conducting the faid lottery, and the payment of all the fortunate ad-
venturers therein, and for the faithful payment and application of all monies by
them, or any of them, received in the execution of the authority above commu-
nicated, to fuch objects and purpofes as by this act are prefcribed, which bond
fhall be lodged in the general court, and there recorded, and upon fuch bond, or
an office copy thereof, fuit or fuits may be inftituted againft the obligors therein,
or any of them, or their or any of their legal reprefentatives, for any breach of
or non-compliance with the condition of the fame.

LXIII.

V. And be it enacted, That the product and produce of the faid lottery, after
firft paying the expences of drawing the fame, and the fortunate adventurers,
fhall be paid, within four months after the drawing of the faid lottery, into the
hands, of Ephraim Blaine, Robert Whitehill and John Bratton, of Pennfylvania,
and George Gale and Samuel Hughes, of the ftate of Maryland, who fhall give
bond to the ftate of Maryland, in the penalty of forty thoufand pounds current
money, before they fhall receive the fame, before the chief judge, or one of the
affociate juftices, of Harford county, whole duty it fhall be to lodge the faid bond
in the office of the general court of the weftern fhore, to be there recorded and
fafely kept, and which bond fhall be conditioned to be void if the faid Ephraim
Blaine, Robert Whitehill, John Bratton, George Gale and Samuel Hughes, or
a majority of them, fhall faithfully apply the faid money towards the opening
the navigation of the bed of the faid river, in fuch manner as they fhall think
moft expedient, and that no part thereof fhall be applied to the opening or im-
proving the canal of the proprietors of the Sufquehanna canal.

An ACT to afcertain the allowance of the members of the general
affembly.

Be it enacted, by the General Affembly of Maryland, That the fum of twen-
ty-two fhillings and fix-pence current money, and no more, be allowed
to each member of the general affembly for every day he has attended, or
fhall attend as fuch, during this present feffion, for the purpofe of defraying, his
expences, befides the accuftomed itinerant charges and ferriages.

An ACT for the benefit of David and Margaret Forman.
WHEREAS it is reprefented to this general affembly, by the memorial
of Margaret and David Forman, that the faid Margaret lately ar-
rived from New-Orleans in this ftate, bringing with her a female
flave, the property of the faid David, for which flave fhe is refponfible to the
faid David and his reprefentatives, but the faid David, under the exifting laws of
this ftate is not enabled to receive and retain the faid female as a flave; and it
appearing reafonable, under the particular reprefentation of facts ftated by the
faid memorial, that an act fhould pafs for the benefit of the faid David and
Margaret Forman,

II. Be it enacted, by the General Affembly of Maryland, That David Forman,
of Kent county, be and he is hereby enabled to receive from Margaret Forman,
widow of Ezekiel Forman, late of New-Orleans, deceafed, a female flave, named
Kitty or Kate, and the fame female to retain as a flave, to the ufe of himfelf,
