X. Provided always, That nothing in this act contained fhall be conftrued
or taken in any manner to interfere with the jurifdiction which congrefs may
hereafter aflame in the territory of Columbia.

An ACT for making an addition to the town of Havre-de-Grace,
and to improve the navigation of the river Sufquehanna, and
for other purpofes.
|

Preamble.
|
WHEREAS it has been reprefented to this general affembly, by the
memorial of James Wilfon, Samuel Hughes, Gabriel Chriftie, Mark
Pringle, Gideon Denifon, John Hall and John Lee Gibfon, in be-
half of themfelves, and others, that at a meeting of a number of gentlemen
from the counties of Cumberland, Lancafter, York, Dauphin, Mifflin, Hunt-
ingdon and Northumberland, in the ftate of Pennfylvania, and from the coun-
ties of Caecil and Harford in Maryland, held at Harrifburgh, on the twelfth day
of Auguft laft, refolutions were entered into for the purpofe of removing the ob-
ftructions and improving the navigation of the bed of the river Sufquehanna, and
that exertions to effect the purport of faid refolutions are now making, and that
it will be greatly forwarded and promoted by a lottery, fanctioned by the legifla-
ture, for raifing the fum of fifty thoufand dollars, therefore praying that a lottery
for raifing the above turn, for the above purpofe, may be allowed: And whereas
it is further reprefented by the faid memorialifts, that they are poffeffed of parts
of two tracts of land, called Convenience and Brother's Lot, adjoining the laid
town of Havre-de-Grace, which they are defirous of laying out into lots, and
annexing the fame to the laid town; and the general affembly, confidering that
the objects embraced by the faid memorial are right, reafonable, and of great
public utility; therefore,

II. Be it enacted, by the General Affembly of Maryland, That the commif-
fioners of the town of Havre-de-Grace, in Harford county, or the major part
of them, be authorifed and required, at any time before the firft day of June
next, to caufe the aforefaid two tracts or parcels of land to be furveyed and laid
out into lots, ftreets, lanes and alleys, at the coft and expence of the faid James
Wilfon, Samuel Hughes, Gabriel Chriftie, Mark Pringle, Gideon Denifon, John
Hall and John Lee Gibfon, in fuch manner as to the faid commiffioners, or a
major part of them, fhall feem convenient and proper.

And a plot to
be made, &c.
|
III. And be it enacted, That the commiffioners aforefaid, or a major part of
them, fhall, on or before the faid firft day of June next, caufe a correct and ac-
curate furvey and plot to be made of the faid land, and of all the lots, ftreets,
lanes and alleys, which fhall be laid out in virtue of this act, and the faid plot
fhall be recorded among the records of faid county as foon as conveniently may
be thereafter, there to remain as evidence of the boundaries, fituation and loca-
tion, of the faid lots, and of the faid ftreets, lanes and alleys, which faid ftreets,
lanes and alleys, hereafter to be laid out in purfuance of this act, fhall be high-
ways, and fhall be fo deemed and taken to all intents and purpofes whatfoever;
and when the fame fhall be done, the faid land, fo furveyed and laid out, fhall
be, and is hereby declared to be, part of the town of Havre-de-Grace, as fully
and amply as if included originally therein, and fhall have the fame immunities
and privileges as the reft of the faid town now has, or by former laws ought to
have, faving to the ftate of Maryland, and all bodies politic and corporate, and
all perfons not mentioned in this act, their feveral and refpective rights.

IV. And be it enacted, That the aforefaid James Wilfon, Samuel Hughes,
Gabriel Chriftie, Gideon Denifon, John Hall and John Lee Gibfon, or a majo-
