land (1957 Edition, as amended), title "Courts", sub-title "Juve-
nile Causes in Montgomery County", and to add new sub-section
(i) AND (J) to said section, article, title and sub-title of the Code,
said new sub-sectionS to follow immediately after sub-section (h)
thereof, providing for payment of certain sums by either parent
for support of children in Montgomery County, increasing the fine
for contempt of the People's Court for juvenile causes of Montgom-
ery County and the disbursement of the funds derived therefrom;
requiring any parent to make restitution for acts of destruction
or theft of property caused or committed by the minor child of
such parent, with limitation; REQUIRING RESTITUTION BY
MINOR CHILDREN IN CERTAIN INSTANCES FOR SUCH
ACTS; ALLOWING DISPOSITION OF CERTAIN COURT REC-
ORDS and relating generally to the People's Court for juvenile
causes of Montgomery County and the jurisdiction and powers of
the judges thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That sub-sections (b) and (g) of Section 76 of Article 26 of the
Annotated Code of Maryland (1957 Edition, as amended), title
"Courts", sub-title "Juvenile Causes in Montgomery County", be and
the same are hereby repealed and re-enacted, with amendments, and
that sub-section (i) AND (J) be and it is hereby added to said
section, article, title and sub-title of the Code, said new sub-section
to follow immediately after sub-section (h) thereof, all to read as
follows:

76.

(b) He shall have exclusive jurisdiction over other justices of the
peace or trial magistrates or People's Court judges in proceedings
concerning any child within Montgomery County, who is dependent,
delinquent, neglected or is a minor without proper care or guardian-
ship; and except where the child is under the jurisdiction of another
court, he shall have power to determine the custody of the person of
any child living within the county whose welfare appears to be en-
dangered, and to determine parental rights in connection with such
proceedings and to order either the father or mother of said child to
pay such sum as will cover in whole or in part the support of such
children after giving the parents a reasonable opportunity to be
heard.

(g) The judge shall have jurisdiction to try cases of nonsupport
of children coming before the court the same as justices of the peace
or trial magistrates or other judges of the People's Court of Montgom-
ery County now have in nonsupport cases, or may hereafter have.
He shall have power and authority to enforce obedience to his
orders, writs and judgments by attachment and to inflict summary
punishment for contempt of court by a fine not exceeding in any one
case the sum of [$20,003 $100.00; and make such rules and orders
from time to time for the well governing and regulating of his
court and the employees and suitors thereof and under such fines and
forfeitures as he shall think fit, not exceeding [$20.00] $100.00 for
any one offense, some or all of which fine shall go to the State unless
the court shall order that the same be paid to the clerk of the court for
disbursement to the person or agency having custody of the child or
children of the person so ordered to pay for their support.

(i) He shall have power to require any parent to make restitution
for acts of destruction or theft of any property owned by another,
