Free Scholarships", be and the same is hereby repealed and re-
enacted, with amendments* and that a new Section 282 (b-1) be and
the same is hereby added to said Article to follow immediately after
Section 282 (b) thereof, all to read as follows:

282.

(b) Scholarships for Baltimore [and Caroline counties] County.
All such scholarships for Baltimore County [and Caroline County]
shall be awarded after a competitive examination supervised and
graded as provided hereinabove in this section, and shall be awarded
by the dean of admissions, the committee on admissions, or the
appropriate authorities of the college or institution concerned, tak-
ing into consideration the financial condition of the parents or guar-
dians of the several applicants, also as provided hereinabove in this
section.

(b-1) Scholarships for Caroline County.All such scholarships
for Caroline County shall be awarded after a competitive examina-
tion supervised and graded as provided in sub-section (a) of this
section. The list of applicants from Caroline County who passed the
examination shall be furnished by the respective institutions to the
Board of Education of the county.
, WITH THE RECOMMENDA-
TIONS OF THE INSTITUTIONS REGARDING THE AWARDING
OF THE SCHOLARSHIPS ATTACHED THERETO, SAID LIST
AND RECOMMENDATIONS TO BE FURNISHED AFTER
THOSE APPLICANTS WHO HAVE PASSED THE EXAMINA-
TION HAVE BEEN PERSONALLY INTERVIEWED BY THE
DEAN OF ADMISSIONS, COMMITTEE ON ADMISSIONS OR
THE APPROPRIATE AUTHORITIES OF THE RESPECTIVE
INSTITUTIONS. The Board shall THEN award the scholarships,
taking into consideration the financial condition of the parents or
guardians of the several applicants, also as provided in sub-section
(a).
AND THE RECOMMENDATIONS OF THE RESPECTIVE
INSTITUTIONS.

SEC. 2. And be it further enacted, That this section is hereby

declared to be an emergency measure and necessary for the imme-

diate preservation of the public health and safety, and having been

passed by a yea and nay vote supported by three fifths of the mem-

bers elected to each of the two houses of the General Assembly, the

same shall take effect from the date of its passage.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT JUNE 1, 1959.
