646                              Laws of Maryland                      [Ch. 505

Local Laws of Prince George's County (1953 Edition, being Article
17 of the Code of Public Local Laws of Maryland, title "Prince
George's County", sub-title "Fairmount Heights", to follow immedi-
ately after Section 637 thereof and to read as follows:

637A. Pursuant to the provisions of Section 5 of Article 11E
of the Constitution of Maryland, the General Assembly hereby regu-
lates the maximum amount of debt which may be incurred by the
municipal corporation of Fairmount Heights by establishing said
maximum amount of debt as not in excess of ten (10%) percent
of the assessed valuation of all the assessable property within the
corporate limits of Fairmount Heights. All laws or parts of laws
inconsistent with the provisions of this section are hereby repealed
to the extent of such inconsistency.

Sec. 2. And be it further enacted, That the effectiveness of this
Act shall be subject to the requirements of Section 5 of Article 11E
of the Constitution of Maryland that no such local law shall become
effective in regard to a municipal corporation until and unless it
shall have been approved at a regular or special municipal election
by a majority of the voters of that municipal corporation voting on
the question.

Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 505
(House Bill 795)

AN ACT to add new Section 112A to the Public Local Laws of Alle-
gany County (Everstine's 1955 Edition), being Article 1 of the
Code of Public Local Laws of Maryland, title "Allegany County"
sub-title "County Tax Collectors" to follow immediately after Sec-
tion 112, relating to taxation of house trailers following their
arrival in Allegany County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 112A be and the same is hereby added to the Public
Local Laws of Allegany County (Everstine's 1955 Edition), being
Article 1 of the Code of Public Local Laws of Maryland, title "Alle-
gany County, sub-title "County Tax Collectors", and to read as
follows:
