602 Laws of Maryland [Ch. 465
County (1953 Edition, being Article 17 of the Code of Public Local
Laws of Maryland), title "Prince George's County", sub-title "Cir-
cuit Court", sub-heading "Court Library", as amended by Chapter
641 of 1957, be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
287. In Prince George's County, notwithstanding the provisions
of any other law, one-half of the fines imposed by and recognizances
forfeited to the Circuit Court for Prince George's County, Maryland,
or the several Justices of the Peace at Large for said County, desig-
nated as Trial Magistrates, other than fines imposed and recogni-
zances forfeited with relation to the "Motor Vehicle Laws" the laws
respecting "Wild Fowl—Birds and Game" and "Fish and Fisheries",
and unless directed to be paid otherwise by the law imposing them
and excepting fines for the violation of ordinances of any incorpo-
rated municipality of Prince George's County, but including, how-
ever, fines and forfeitures for offenses at common law, shall, within
thirty days from the date of collection thereof, be paid to the Clerk
of the Circuit Court for Prince George's County to be expended
under the direction of the Judge or Judges of said Circuit Court
for the augmentation of the library of said Court and for the pay-
ment of a salary to a Court Librarian; from the funds so received
by the Clerk of the Circuit Court, the sum of [five thousand ($5,000)
dollars] seven thousand five hundred dollars ($7,500) annually may
be expended for augmentation of said library in the procurement
of additional books, publications, material or fixtures for use therein,
as may be directed by the Judges of said Court from time to time;
and in addition to the amount hereinabove provided for augmen-
tation of such library, the sum of [eighteen hundred ($1,800)
dollars] thirty five hundred dollars ($3,500), annually may be ex-
pended, from the funds so received by said Clerk, under direction
of the Judges of said Court, for the payment of a salary or other
compensation to a Court Librarian, to be appointed by the Judges
of said Court as determined by said Judges from time to time; pro-
vided, however, that any sum so received by the said Clerk of the
Circuit Court in excess of [sixty-eight hundred dollars ($6,800.00)]
eleven thousand dollars ($11,000.00) in any one year shall be paid
over by said Clerk to the Board of County Commissioners of Prince
George's County for disbursement by said County Commissioners
as other receipts of County funds.
Sec. 2. And be it further enacted, That all acts or parts of acts,
whether public general or public local laws, whether enacted prior
to this session of the General Assembly, or at this session of the
General Assembly, inconsistent with the provisions of this Act are
hereby repealed to the extent of such inconsistency.
Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
