other manner take or cause to be taken, drawn, driven or propelled
over any such bridge or culvert posted as aforesaid any wagon, truck,
road engine, road roller, traction engine, threshing machine or other
vehicle of any kind, weighing, with or without any load which
may be in or upon the same, more than the number of pounds
specified on the signboard so erected at the entrances or approaches
of such bridge or culvert, or at a greater rate of speed than that
specified on said signboard, without a permit in writing from the
County Roads Board shall be guilty of a misdemeanor, and upon
conviction thereof shall be fined not more than one hundred dollars
($100.00) for each such offense. In addition the owner or person
in control of such vehicle shall be liable to the County Roads Board
for all damages which may be done the same by the violation of the
regulation so prescribed. In the trial of any person charged with a
violation of any of the provisions of this section oral proof of the
existence of such signboard posted as herein provided and its con-
tents shall be accepted as prima facie evidence of the validity of the
regulations thereon prescribed.

377.  (a). The County Roads Board shall have the following powers
with respect to the streets and county roads under its jurisdiction:

(b). Regulating the standing or parking of vehicles.

(c). Regulating traffic by means of peace officers or traffic con-
trol devices.

(d). Regulating or prohibiting processions or assemblages on the
county roads.

(e). Designating particular county roads as one-way roads and
requiring that all vehicles thereon be moved in one specific direction.

(f). Designating any intersection as a stop intersection, requiring
all vehicles to stop at one or more entrances to such intersections.

(g). Placing and maintaining such traffic control devices upon
the county roads under their jurisdiction as they may deem neces-
sary to carry out the provisions of Article 66½ of the Annotated
Code of Maryland (1957 Edition) or local traffic ordinances or to
regulate, warn or guide traffic. All such traffic control devices here-
after erected shall conform to the State manual and specifications.

378.  Anything in this sub-title or in law to the contrary notwith-
standing, the County Roads Board shall have full power and author-
ity in every respect over the public roads, bridges, drains, water
courses, public landings, disposal areas, culverts, ferries and curb-
ing and guttering in the county, including the power of condemna-
tion now or hereafter available to the County Commissioners of
Queen Anne's County, Maryland, under any public general or public
local laws, including the power to make all rules and regulations
necessary to carry out the provisions of this sub-title, to make con-
tracts, to deal with employees, to purchase, lease and rent and use all
necessary buildings, land and equipment.

379.  No opening shall be made in any county road nor shall any
structure be placed thereon except in accordance with a permit
from the County Roads Board, which shall exercise complete con-
trol over such county roads. No county road shall be dug up for
laying or placing pipes, sewers, poles, wires or railways or for any
