sary notice and to take any and all steps necessary and proper to
effect the withdrawal.
689C. The Governor shall be the official representative of the
State of Maryland on the Interstate Oil Compact Commission, and
shall exercise and perform for the State all the powers and duties as
a member of said Commission; provided that, the Governor shall
have authority to appoint an assistant representative who shall act
in his stead as the official representative of the State as a member
of said Commission. Said assistant representative shall take the
oath of office prescribed by the Constitution, which shall be filed
with the Secretary of State.
Sec. 2. And be it further enacted, That this section is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 40 (p) (9)
and to add new Section 40 (d-1), to follow immediately after Sec-
tion 40 (d) thereof, of Article 10 of the Annotated Code of Mary-
land (1957 Edition), title "Attorneys At Law and Attorneys In
Fact", sub-title "State's Attorney", relating to the salary and office
allowances of the State's Attorney of Kent County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 40 (p) (9) be and it is hereby repealed and re-enacted,
with amendments, and that new Section 40 (d-1), be and it is hereby
added, to follow immediately after Section 40 (d) thereof, of Article
10 of the Annotated Code of Maryland (1957 Edition), title "At-
torneys At Law and Attorneys In Fact", sub-title "State's Attorney",
and all to read as follows:

(9) The State's Attorney of Kent County shall receive ($800]
$1,800 [for the year 1955 and each year thereafter] to and including
the year 1962, for clerical hire; [beginning for the year 1955 and for
each year thereafter] to and including the year 1962 he also shall
receive [$800.00] $1,200 for rental expenses and general office ex-
penses and from and after January 1, 1963, shall receive three
