The Sheriff of Anne Arundel County shall be entitled to appoint
such number of Deputies, and at such compensation, as may be au-
thorized, by resolution of the County Commissioners of said County;
provided, however, the County Commissioners shall not, by resolu-
tion or otherwise, authorize the Sheriff to appoint any Deputies or
special officers" not necessary for assistng ASSISTING the Sheriff
in the performance of the customary duties of his office, or whose
compensation is not paid by the County. Nothing herein, however,
shall be construed to prevent the Sheriff, in case of emergency, from
temporarily deputizing any able-bodied citizen to assist him in
carrying out the duties of his office.

The payment of the compensation and expenses provided for
herein shall be made from the general funds of Anne Arundel
County, in the same manner as other general County disbursements
are made; provided, however, that the payment of such compen-
sation and expenses as exceeds the budget allotment for same for
the calendar year 1959 shall be made from the General Fund Surplus
of said County.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

AN ACT to repeal Section 87 of the Code of Public Local Laws of
Garrett County (1957 Edition, being Article 12 of the Code of
Public Local Laws of Maryland), title "Garrett County", sub-title
"County Treasurer" and to enact new Section 87 in lieu thereof,
to stand in the place and stead of the section so repealed, author-
izing the County Commissioners of Garrett County to accumulate
a cash surplus or reserve fund to be applied to current expenses
and obligations of Garrett County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 87 of the Code of Public Local Laws of Garrett County
(1957 Edition, being Article 12 of the Code of Public Local Laws of
Maryland), title "Garrett County", sub-title "County Treasurer", be
and the same is hereby repealed and new Section 87 enacted in lieu
thereof, to stand in the place and stead of the section so repealed, to
read as follows:

87. [The County Commissioners of Garrett County shall not ap-
propriate or levy more than Fifteen Thousand Dollars ($15,000.00)
