ation of motor vehicles thereon and imposing a penalty for the
violation thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That thirteen new Sections be and are hereby added to Article 66½
of the Annotated Code of Maryland (1957 Edition), title "Motor
Vehicles", to be under a new sub-title known as "Operation of Motor
Vehicles on Toll Bridges and Tunnels", said Sections to be known as
Sections 382 through 394 to follow immediately after Section 381,
and to read as follows:
382. Definitions of Words and Phrases.
(A) Definitions stated—The following words and phrases when
used in this Act shall, for the purpose of this Act, have the mean-
ings respectively ascribed to them in this Section, except as here-
inafter specifically provided.
(a) Approaches: shall mean those roadways, overhead structures,
ramps, bridges, causeways, entrances and exits provided as a means
of access to and departure from vehicular crossings operated and
maintained for the State Roads Commission of Maryland by the
Toll Facilities Department.
(b) Bicycle: shall mean any of the conventional vehicles of the
two-wheeled or three-wheeled type propelled by the rider.
(c) Bridge: shall include any bridge within the jurisdiction of
the Toll Facilities Department.
(d) Bus: shall mean any motor vehicle designed for the trans-
portation of persons, for hire, having a seating capacity of more
than nine (9) persons.
(e) Driver: shall mean the person who is in actual physical con-
trol of a vehicle.
(f) Light Commercial Vehicle: shall include pick-ups and panel
trucks up to and including those of a ¾-ton capacity and Depart-
ment of Motor Vehicles registration restricting vehicles to 10,000
pounds gross vehicle weight.
(g) Motorcycle: shall include all vehicles of the bicycle or tricycle
type propelled by a motor.
(h) Parking: shall mean the stopping of a vehicle on a roadway,
unless caused by traffic congestion or in obedience to traffic regula-
tions, signal or direction of an authorized employee of a facility, re-
gardless of whether the driver remains in the vehicle.
(i) Passenger Vehicle: shall mean a motor vehicle registered as
a passenger vehicle, not for hire, for use in the transportation of
persons. This shall include station wagons, ambulances and hearses.
(j) Semi-trailer: shall mean a vehicle, not self-propelled, designed
and constructed to be towed and to move with the forward end of its
body or chassis resting upon the body or chassis of the towing
vehicle.
(k) Superintendent: shall mean the authorized and designated
official of the Toll Facilities Department of the State Roads Com-
