13 of the Public Local Laws of Maryland), title "Harford County",
sub-title "County Commissioners", to follow immediately after Sec-
tion 216 thereof and to read as follows:

216 A.

(a)  The Harford County Capital Improvements Commission is
hereby established and it shall be composed of five Harford County
resident taxpayers appointed by the County Commissioners for terms
concurrent with those of the appointing Commissioners. The members
of the commission shall be persons selected for their knowledge of
building and construction methods and practices, such
as architects,
engineers, and building contractors with practical experience in the
construction of public buildings. The County Commissioners shall
name the chairman, who shall call such meetings of the Commission
as its duties shall require. The members shall serve without com-
pensation, but the County Commissioners may make reasonable al-
lowances for the expenses of the Commission. With the approval of
the County Commissioners, the Commission may retain the services
of technical experts to study special problems important to the work
of the Commission.

(b)  The duties of the Harford County Capital Improvements Com-
mission shall be as follows:

(1)  To assist the County Commissioners, at their request, in the
development of capital improvement and maintenance programs so
that the governmental services for which the County Commissioners
are responsible may be properly rendered to the public in buildings
efficiently designed and constructed for such purposes.

(2)  To give the County Commissioners and the Harford County
Planning and Zoning Commission technical advice and counsel, at
their request, upon the location and construction of public buildings
and improvements.

(3)   To review preliminary plans of proposed capital improvements
of all county agencies and to advise the County Commissioners both
upon the functional efficiency of said plans and upon the possibility
of achieving the objective of sound construction at the lowest cost
consistent with good public policy.

(c)  All county agencies contemplating the construction of build-
ings or other capital improvements, except roads and sanitary fa-
cilities, with funds supplied by the County Commissioners, shall
submit their preliminary plans for location and construction to the
Harford County Capital Improvements Commission. The plans shall
be in such detail that the Commission shall be able to estimate the
functional efficiency of the project, the reasonable cost thereof, and
to weigh the possibilities of achieving sound construction at the
lowest cost consistent with good public policy. The Commission shall
report its conclusions and recommendations to the County Com-
missioners.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.
