relating generally to the roads and the county road system of
Kent County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 295, 301, 302, 309 to 313, inclusive, and 315 to 330,
inclusive, of Article 15 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Kent County", sub-title "Roads", be and they
are hereby repealed.

Sec. 2. And be it further enacted, That Sections 296, 299, 300,
306, 307, 308, 314, 331, 332, 333 and 334 of said Article and sub-title
be and they are hereby repealed and re-enacted, with amendments,
and that Sections 297 and 298 of said Article and sub-title be and
they are hereby repealed and that new Sections 297 and 298 be and
they are hereby enacted in lieu thereof to stand in the place of the
sections so repealed, and all to read as follows:

296.    The County Commissioners of Kent County are authorized
and empowered to control and regulate the public roads and bridges
in said county, subject to the provisions of this [Act.] sub-title and
of the Public General Laws of the State.

297.    The County Commissioners of Kent County may appropriate
or levy from time to time such sum or sums of money as they may
deem necessary for the building of new bridges and opening of new
roads and for constructing, reconstructing, repairing and maintain-
ing public roads and bridges in the County.

298.    (a) The County Commissioners of Kent County may appoint
some competent person, who shall be approved as a competent road
engineer by the Chief Engineer of the State Roads Commission of
Maryland, to be County road engineer for Kent County, for a term
of four (4) years and at such salary as may be determined by the
County Commissioners.

(b) The Resident County Engineer of the State Roads Commis-
sion has the same general authority as the County Road Engineer of
Kent County, as to maintenance and supervisory work on the county
roads of Kent County.

299.    The [said] County Road Engineer shall not be liable to
removal from office during his term for any reason other than incom-
petency, neglect of duty or misconduct in office, and then upon sworn
complaint of ten or more resident taxpayers of Kent County, to be
filed with the [said] County Commissioners or upon complaint by
the clerk of the [said] County Commissioners, filed by their direc-
tion, and every such complaint shall state specifically the nature and
character of the charge preferred, and of which due notice shall be
given the [said] County Road Engineer; and if the County Commis-
sioners, after hearing said charges, at which the Engineer and the
parties making the complaint shall be entitled to be represented by
counsel and to produce any competent testimony, shall find that
[said] the County Road Engineer is incompetent or has been guilty
of neglect of duty or misconduct in office, it shall be their duty to
immediately remove [said] the County Road Engineer from office,
but either party to such hearing shall be entitled to an appeal from
the decision of [said] the County Commissioners to the Circuit Court
