Resolved, That the Special Commission be requested to organize
promptly and to begin its work, in order that it may report by
September 1, 1960 to the Governor, the members of the General
Assembly and the Legislative Council, including in the report such
findings and recommendations as it may deem desirable.

(House Joint Resolution 33)
Joint resolution requesting the Governor of Maryland to appoint a
Commission to study the distribution of gasoline tax fund and
motor vehicles revenue funds between the State Roads Commission
of Maryland and the various political subdivisions thereof.
Whereas, the formula for the distribution of the gasoline tax
funds between the State Roads Commission and the various counties
and municipalities was originally established by Chapter 560 of the
Acts of 1947 of the General Assembly of Maryland; and
Whereas, Said formula was apparently adopted based on the
tribution of revenues of the tax laid by Chapter 425 of the Acts
of 1933 of the General Assembly of Maryland, and other acts prior
and subsequent thereto; and
Whereas, It is apparent due to changes in population, concentra-
tion of traffic, additional participation by Federal agencies and as-
sistance by Federal funds that said formulae are obsolete or in need
of revision; now therefore, be it
Resolved by the General Assembly of Maryland, That the Gov-
ernor be requested to appoint a Commission to review the present
formulae and to recommend to the Governor and General Assembly
such revisions thereof or new formulae as may be necessary to
provide for equitable distribution of the said gasoline tax fund and
motor vehicle revenue funds between the State Roads Commission
of Maryland and the various political subdivisions thereof.
