J. MILLARD TAWES, GOVERNOR                             1449

Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested to appoint a commission to be determined
by him to consider the registration fees, seat mile taxes, and oper-
ating schedules of public passenger motor buses, and to recommend
necessary legislation to the General Assembly; and be it further

Resolved, That a copy of this resolution be sent to the Governor
of Maryland.

(House Joint Resolution 17)

House Joint Resolution requesting the Governor to appoint a com-
mittee to study the trial magistrate's system in the Maryland
counties.

Whereas, The trial magistrate's court in the counties of Maryland
is the sole symbol of justice to more than 90% of Maryland litigants;
and

Whereas, There has been a steadily rising increase in the jurisdic-
tion of trial magistrates in recent years; and

Whereas, The higher qualified members of the Bar of Maryland
would be more easily attracted to the position of trial magistrate if
certain changes were made in the trial magistrate's system; and

Whereas, the trial magistrate's system could be improved by pro-
viding longer terms of office and higher salaries together with other
needed changes, including a standard set of rules and procedures;
now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
be requested to appoint a committee to study the trial magistrate's
system with the purpose of making the position of magistrate more
attractive to the higher qualified members of the Bar of Maryland;
and be it further

Resolved, That the Committee be requested to report its findings
and any recommendations for legislation to the Governor and to
the Members of the General Assembly prior to the 1960 session; and
be it further

Resolved, That a copy of this resolution be sent to the Governor
of Maryland.
