person, firm or corporation residing or having a place of business in
Charles County, to whom any such amusement machine or device has
been sold or leased by him during the preceding month.

(e) All licenses issued under this section shall expire on [May 1]
April SO of each year. Each license fee shall be pro-rated to the
month of issue, but no refund shall be allowed for ceasing to exercise
the privilege of the license before expiration.

(f) The County Commissioners of Charles County shall have the

right to reject any and all applications for license under this sub title.

(F) NO LICENSE SHALL BE ISSUED UNDER THIS SUB-
TITLE UNLESS APPROVED BY THE COUNTY COMMIS-
SIONERS OF CHARLES COUNTY. SAID COUNTY COMMIS-
SIONERS SHALL HAVE THE RIGHT TO REJECT APPLICA-
TION FOR LICENSE FOR SUFFICIENT CAUSE, AND IN THE
EVENT THAT AN APPLICATION IS REJECTED, A WRITTEN
STATEMENT SHALL BE DELIVERED TO THE APPLICANT,
TOGETHER WITH THE NOTICE OF REJECTION, SETTING
FORTH THE REASONS FOR REJECTION. SUCH DECISION
SHALL BE SUBJECT TO REVIEW BY THE CIRCUIT COURT
FOR CHARLES COUNTY.

84E. The County Commissioners shall appoint a License Clerk
and a License Inspector who, prior to assuming office, shall execute
a good bond, in the penalty of any amount which shall be fixed by the
County Commissioners, for the faithful performance of [his] their
duties as License Clerk and License Inspector, and further conditioned
that [he] they shall well and truly account for any pay over to the
person or persons or body corporate entitled thereto, any and all
money and property coming into [his] their possession as License
Clerk and License Inspector, which [bond] bonds shall be approved
by the County Commissioners or a majority of them. The County
Commissioners may require the License Clerk and License Inspector
to give as surety in the [bond] bonds required of [him] them by this
section one of the corporations authorized by the laws of this State
to become surety on official bonds, provided that in such case the
said County Commissioners shall pay the premiums or charges for
such suretyships. Said License Clerk shall serve at the pleasure of
the said County Commissioners, at such hours as they shall reason-
ably designate; and shall issue all licenses provided for herein and
collect all sums required to be paid therefor. Sums collected shall be
deposited in such banks as said Commissioners shall designate to the
credit of the County Commissioners as County funds [, to be dis-
bursed as indicated].

[(1)] $2,400.00 shall be paid to said License Clerk, and $3,000.00
shall be paid to the License Inspector, hereinafter provided for, as
annual compensation for their respective services, and an additional
sum of [$600.00] $900.00 per year shall be paid to said License
Inspector for his expenses. Proportionate parts of the payments
provided for in this sub-paragraph shall be made bi-monthly.

[(2) After payment of the above salaries, any additional funds
received shall be disbursed annually as follows, the amounts listed
being reduced pro rata in the event the funds received are insufficient
to pay all in full:
