1302                             Laws of Maryland                       [Ch. 788

The name of the tributary or branch of the Wye river, known as
Skipton creek, extending into Talbot county, is changed to Skipton
river, and said Skipton creek shall hereafter be called and known

by the name of Skipton river.

respectively.

The name of the tributary or branch of the St. Michael's river,

known as Leeds creek, extending into Talbot county, is changed to

Leeds river, and said Leeds creek shall hereafter be called and known

by the name of Leeds river.

406.   The County Commissioners of Talbot County shall have the
control and regulations of the public roads and bridges in said
county, [subject to the provisions of this act] when such roads and
bridges are not regulated and controlled by an authorized state
agency according to the laws of this State, or within the confines
and under the jurisdiction of any of the municipal corporations of
this county.

407.   The County Commissioners for Talbot County shall include
in their annual levy of taxes upon the taxable property of said
county a tax [of not less than fifteen cents on the one hundred
dollars,] sufficient to provide a sum of money to cover the cost of
and to be used for the maintenance, repair, construction and re-
construction of public roads and bridges in Talbot county, which
taxes shall be levied and collected as are other county taxes. The
said County Commissioners may levy and appropriate such other
and additional taxes as they may deem requisite for the building of
new bridges and the opening of new roads and for repairing and
reconstructing public roads and bridges in said county. All the taxes
levied and collected under this act SECTION shall be disbursed by the
said County Commissioners for use upon the roads and bridges in
said county, [in the manner hereinafter provided, and in no other.]
and for no other purpose. The amounts as levied and collected here-

under shall be placed in a separate fund to be known as the "County

Roads Fund". In the event the tax levied and collected for any one

year shall exceed the expenditures for that year, the surplus shall be
carried over in the said Fund to be used in the future for the purposes
aforesaid and none other.
The County Commissioners are authorized
in their discretion to designate, hire and compensate such engineers,
technicians, laborers or other employees as shall be deemed necessary
from time to time and who shall be responsible directly to the County
Commissioners and supervised under their direction; and to purchase,
lease, hold and to maintain such equipment and/or material as shall
be required to provide and maintain the county roads not otherwise
provided for by law.
. The County Commissioners shall set forth
REQUIRE a bond in an amount with such security as they shall see
fit for any person so employed when the public interest shall seem
to require such bond.

411 A. (1) Every county employee engaged in the construction or
maintenance of county roads or bridges shall be under the exclusive
jurisdiction and control of the County [Road Engineer] Commis-
sioners who may designate one or more persons in a supervisory
capacity who shall exercise the responsibilities and duties set forth
