by the said Commissioners and shall have only such authority as
granted by said Commissioners.

(2) Such employees shall receive not less than the hourly wage rate
paid to State employees engaged in similar work on State Highways
in Talbot County.

(3) Each such employee who has worked under the County Road
Engineer for at least one year shall receive the same vacation, with
pay, at a time to be designated by [said Engineer,]
the supervisor
responsible as provided by the Commissioners,
and shall also be
entitled to the same sick leave, with pay in each year to which
employees of the State Roads Commission with the same or similar
classification are
entitled.

413. If the [said engineer] person so designated as the supervisor
primarily responsible to the Commissioners shall
fail to keep the
accounts or make the reports as herein set forth, or shall wilfully
make false reports and accounts, he shall be liable to indictment by
the grand jury of Talbot County; and, if convicted, in the Circuit
Court thereof, shall be fined a sum in the discretion of the Court not
exceeding [three hundred] one thousand dollars, or be imprisoned
for not more than [six] twelve months, or both fine and imprison-
ment, in the discretion of the Court.

415.   It shall not be lawful for the County Commissioners to open
any new public road in Talbot county until they shall have such pro-
posed road surveyed and platted [by the County Road Engineer]
and an estimate in writing made by him of the cost of building such
proposed road, including necessary bridges on the same, and any
such new public roads which the County Commissioners may here-
after decide to open shall be built under the control and direction
of [the County Road Engineer,] a qualified person or persons desig-
nated by the Commissioners
and shall not be accepted and paid for
by the County Commissioners until the [County Road Engineer]
said person or persons so designated by the Commissioners has certi-
fied to said commissioners that the said road has been built according
to the contract and specifications signed by the contractor, if such
road is built fey UNDER contract.

416.   [The said County Road Engineer,] Any person employed by
the County Commissioners under this sub-title,
whenever requested
by the County Commissioner COMMISSIONERS to do so, shall
supervise all contract work on the county roads and bridges entered
into by the said commissioners with the State Roads Commission, or
under the provisions of the Shoemaker Act, without extra compen-
sation
OR ANY OTHER PERSON, FIRM OR CORPORATION.

419. It shall be unlawful for any person to plow or cultivate across
the ditches of any public road in Talbot County, so as to fill them
in whole or in part or to break up the roadbed or any part thereof
in any manner whatever. Any person violating this Section shall
be fined [the] a sum [of five dollars] not to exceed one hundred
dollars
for each and every offense and in addition thereto the County
Commissioners shall cause such damage to be repaired and the owner
of such lands shall pay the expense thereof with cost to be recovered
in an action upon contract before [any Justice of the Peace] the
