74. The County Commissioners of Talbot County are hereby
authorized, in their discretion, to pay annually such sum or sums of
money as they may see fit, to any of the organized volunteer fire
companies located in Talbot County, to be used for the purchase,
improvement, maintenance and operation of fire apparatus, fire
equipment and ambulances of the said respective volunteer fire com-
panies.

The County Commissioners of Talbot County are hereby author-
ized, in their discretion, to annually levy upon all property liable to
taxation in Talbot County, at the regular tax levying period, an
amount sufficient to meet and to pay the aforesaid sum or sums
of money annually as and when the same shall become due and
payable.

Should any one of the said volunteer fire companies officially
notify the said County Commissioners of Talbot County, at or before
the regular tax levying period in any year, that it, the said volunteer
fire company, does not wish to receive such sum or sums of money,
during said year, then the said County Commissioners of Talbot
County shall not include such sum or sums in the amount levied, and
shall not pay such sum or sums to the said volunteer fire company.

The County Commissioners of Talbot County may and they are
hereby authorized, in their discretion, to expend from the general
funds of said county a sum or sums sufficient for the installation,
repair and upkeep of radio equipment for the purposes of communi-
cation among the various fire companies of Talbot County.

75.   The County Commissioners of Talbot County be and they are
hereby authorized, in their discretion, to enter into a contract with
the Talbot County Free Library, to contribute, annually in per-
petuity, a sum to be agreed upon with the Library Board of said
Library in return for services rendered by said Library, the nature
and extent of such said service to be stipulated in the contract agreed
upon.

For the purpose of carrying out the additional obligations which
may be incurred under the provisions of the aforegoing section, the
said County Commissioners of Talbot County be and they are hereby
authorized, and directed, in their discretion, to levy and collect
annually, in perpetuity on the assessable property of the County,
a sum of money sufficient to meet the obligations to be incurred by
the said County Commissioners of Talbot County under the provisions
of this section.

76.   The County Commissioners of Talbot County are hereby
authorized and directed to levy, appropriate and pay over, in and
for the year nineteen hundred and twenty three and annually there-
after, to the said ANNUALLY TO THE Clerk of the Circuit Court
for Talbot County, for said THE Court Library Fund, such sum of
money, in and for each respective year, which, if added to the unex-
pended balance, if any, of said Court Library Fund in the hands of
said Clerk at the end of the immediately preceding calendar year will
equal or amount to the sum of one thousand dollars ($1,000.00), to
be expended and disbursed as hereinafter provided.

The said Court Library Fund to be levied, appropriated and paid
over by the said County Commissioners of Talbot County to the
