said Clerk of the Circuit Court for Talbot County as hereinbefore
provided shall be used and expended by or for said Circuit Court for
Talbot County in acquiring, caring for and maintaining a Library
and Library facilities for said court, its judges, officers and members
of the Bar; the said Fund to be disbursed by said Clerk upon written
authority of the judges of said Court or any one of them; provided,
however, that said Court or its judges may, by written order appoint
and designate three members of the Bar residing in Talbot County,
who shall be called or known as the Library Committee of the Circuit
Court for Talbot County, which Committee shall have power and
authority to supervise and provide for the purchase, care and mainte-
nance of said Library and Library Facilities and to authorize in
writing the disbursement by said Clerk of said funds; and provided
further that the said Court or its judges may by written order fill
any vacancy which may occur in said Library Committee and may at
any time appoint an entire new Committee.

77.  [The term of the County Treasurer elected] At the general elec-
tion of county officers in November, [1950] 1962, and every four
years thereafter, there shall be elected a Treasurer for Talbot County
by the qualified voters of said County, and his term of office
shall
commence as of the first day of July next following his election;
and the term of his predecessor in office shall continue until that
time, or until the person so elected shall qualify.

78.   The said Treasurer shall be the collector of all State taxes
and of all county taxes for whatsoever purposes levied or to be
levied for or within said county during the term of his office, or that
may be placed in his hands for collection, and he shall have full
power, and it shall be his duty to receive and collect all State and
County taxes levied, as aforesaid, [after this Act shall take effect,]
and [to] put in his hands for collection, and all money which may
be due said county, with full power to enforce the payment of the
same by sale or otherwise, as hereinafter prescribed, and to convey
title to any real or personal estate sold by him for the payment of
State and County taxes, in the same manner as prescribed by the
succeeding sections; AND IT SHALL BE THE DUTY OF SAID
TREASURER TO BE PRESENT AT ANY AND ALL MEETINGS
OF THE COUNTY COMMISSIONERS AND TO MAKE AVAIL-
ABLE FOR THE SAID COMMISSIONERS ANY AND ALL
BOOKS, RECORDS, ACCOUNTS AND/OR OTHER INFORMA-
TION WHICH THEY SHALL FROM TIME TO TIME REQUEST
OR NEED IN THE TRANSACTION OF THE COUNTY BUSI-
NESS, UNLESS THE SAID COMMISSIONERS SHALL SPE-
CIFICALLY EXCUSE THE ATTENDANCE OF SAID TREAS-
URER FROM A DESIGNATED MEETING [; and all taxes levied
in said Talbot County after the first day of January, 1902, for State
and County purposes, shall be collected by the County Treasurer].

79.   The person so elected to the office of Treasurer, before he
enters upon the duties of the said office, shall take an oath before
the Clerk of the Circuit Court for Talbot County faithfully to per-
form the duties of the same, and he shall also execute a bond to the
State of Maryland in the penalty of fifty thousand dollars for the
faithful performance of his duties as Treasurer and further con-
ditioned that he shall well and truly account for and be liable for
any and all money coming into his possession as Treasurer, or for
