incurred under this section shall never exceed at any one time the
sum of Two Hundred Thousand Dollars ($200,000.00).

(b) For any indebtedness created hereunder, the Board of County
Commissioners hereafter shall issue the note or notes of said County
Commissioners of Talbot County, said note or notes to be signed
by the President or Chairman of the Board of County Commissioners
and countersigned by the Treasurer or the Deputy Treasure of
Harford
TALBOT County. A certified copy of the resolution author-
izing the issuance of said note or notes, certified to be a true copy by
the clerk of said Board under the seal of the Board and reciting the
insufficiency of tax funds to meet current expenses and that the
Board of County Commissioners deem it necessary to exercise the
emergency borrowing powers under this section for the protection
of the public credit, health, morals, or safety of the people of Talbot
County, shall be conclusive proof of the facts so recited in any pro-
ceeding involving the validity of any note or notes issued under
this section, said note or notes shall bear such rate or rates of interest
and shall be payable at such time or times as may be specified in
the resolution or resolutions authorizing their issuance, but shall not

exceed the rate of six per centum.

(c) The County Commissioners are further hereby authorized to
levy annually on the assessable property of said county over such
period, as in their judgment may seem expedient and proper, such
taxes as are needed to repay funds borrowed hereunder, together
with interest as above provided. Nothing herein shall prevent the
County Commissioners from repaying said notes from subsequent
tax receipts within the year of borrowing.

71. In addition to the powers provided in Article 25 of the Anno-
tated Code of Maryland (1957 Edition), the Talbot County Commis-
sioners are authorized and empowered to lease or rent,
WITH the
privilege of building wharves at or upon, any of the public landings
belonging to said county, to any person, firm or body corporate or
politic of this State, under such terms, regulations and limitations as
they may deem proper.

The person, firm, body corporate or politic, to whom they may lease
or rent,
WITH the privilege of building wharves as aforesaid, shall
have full power and authority to charge and collect from all vessels
of every description whatsoever, using said wharves, the same rea-
sonable tolls or wharfage that are now sanctioned by law or usage
in this State, to be collected in the same manner as other small debts
are recoverable.

73. The County Commissioners for Talbot County shall cause to
be audited all of the books and accounts of the said County Com-
missioners for Talbot County and all of the books and accounts of
the Treasurer for Talbot County once in each and every year, and to
cause the result of said examination or audit to be published once
a week for two successive weeks in some newspaper printed and
published in Talbot County, which said audit shall be accepted as
the County statement of expenditures and published in lieu of any
other statement.

The costs of the said audit or examination shall be levied for and
paid out of the taxes of said County.
