385 and 386, of said Article, sub-title "Oysters", be and they are
hereby repealed; and Section 400A of said Article, sub-title
"Plumbers", be and it is hereby repealed; and Sections 402, 403,
404 and 405 of said Article, sub-title "Rivers", be and they are
hereby repealed, and new Section 402 be and it is hereby enacted
in lieu thereof, to stand in the place of said section so repealed;
and Sections 406 and 407, be and they are hereby repealed and re-
enacted, with amendments, and Sections 408, 409, 410 and 411 be
and they are hereby repealed, and Section 411A, as said section
was enacted by Chapter 631 of the Acts of 1941, be and it is hereby
repealed and re-enacted, with amendments, and Section 412 be and
it is hereby repealed, and Section 413 be and it is hereby repealed
and re-enacted, with amendments, Section 414 be and it is hereby
repealed, Sections 415 and 416 be and they are hereby repealed
and re-enacted, with amendments, and Sections 417 and 418 be and
they are hereby repealed, and Section 419 be and it is hereby repealed
and re-enacted, with amendments, and Section 420 be and it is here-
by repealed, and Section 421 be and it is hereby repealed and re-
enacted, with amendments, and Sections 422, 423, 424, 427 and 428,
be and they are hereby repealed, and Sections 429 and 430 be and
they are hereby repealed and re-enacted, with amendments, and
Sections 431, 433, 434, 436, 437, 438 and 439, of said Article, sub-
title "Roads", be and they are repealed; and Sections 501, 502, 503,
504, 505 and 506, of said Article, sub-title "Schools" be and they
are hereby repealed; and Sections 507 and 508 of said Article, sub-
title "Sheriff", be any AND they are hereby repealed; and Sections
552 and 553 of said Article, sub-title "Vagrants", be and they are
hereby repealed; and Section 555 of said Article, sub-title "Wit-
nesses", be and it is hereby repealed; and all to read as follows:

43. It shall be unlawful for any person or persons, firm or corpo-
ration to hold any picnic or camp meeting to which the general
public are admitted, without having first obtained a permit from
the County Commissioners of Talbot County.

The said County Commissioners are hereby authorized and em-
powered to issue such licenses and to prescribe such reasonable rules
and regulations in connection with their said
issue THEREWITH
as may seem right and proper, and to require the payment of reason-
able fee therefor.

Any person who shall violate the provisions of this Act shall be
deemed guilty of a misdemeanor, and upon conviction thereof shall
be fined not more than fifty dollars ($50.00), or imprisoned not more
than six months, or both fined and imprisoned in the discretion of
the Court.

69. (a) Whenever the amount of taxes collected or of the funds
available from taxes collected shall be insufficient to meet current
expenses and current obligations of Talbot County, and in the opinion
of the County Commissioners of Talbot County, it shall be necessary
for the protection of the public credit and the health, morals, welfare,
or safety of the people of the County, the Board of County Com-
missioners of Talbot County shall be and they are hereby author-
ized to borrow upon the faith and credit of said county such sum
or sums of money as in their discretion may be necessary to pay
such expenses or obligations; provided that the total indebtedness
