the month immediately prior to the month in which the Commission's
fiscal year begins. On or before the 5th day of said month prior to
the beginning of the Commission's fiscal year, the Commission shall
submit to the County Council
AND THE BOARD OF COUNTY
COMMISSIONERS its complete budget estimates for the forth-
coming fiscal year along with suitable statements in justification of
the administrative budget and tax rate requested by the Commission,
PROVIDED THAT IN PRINCE GEORGE'S COUNTY THE RATE
OF SAID ADMINISTRATIVE TAX SHALL NOT EXCEED FOUR
CENTS (4¢) PER $100 OF ASSESSED VALUE.

(e)  Tax anticipation certificates.The Commission is authorized
and empowered from time to time in any fiscal year to borrow such
sums of money on promissory notes, to be known as Tax Antici-
pation Certificates of Indebtedness, to bear interest at not exceed-
ing six per centum (6%) per annum, and to be signed by the Chair-
man and the Secretary-Treasurer of the Commission, as may be
necessary to meet its administrative operating expenses within
either county, from any bank or institution or individual willing
to lend the same. The Commission also is authorized and em-
powered, from time to time, to issue and to renew its Tax Anticipa-
tion Certificates of Indebtedness for the same, bearing interest at
not exceeding six per centum (6%) per annum; provided that the
total amount so borrowed and outstanding in any fiscal year shall
not exceed seventy-five (75) per centum of the total proceeds re-
ceived by the Commission from the administrative tax levied and
collected during the Commission's preceding fiscal year within such
county. All moneys so borrowed within any fiscal year shall be re-
paid during the next succeeding fiscal year from the proceeds of the
administrative tax received by the Commission from such County
in the fiscal year last mentioned.

(f)  Expenditure of other funds.Any funds over and above that
necessary for operating and administrative purposes and any other
funds not specifically pledged by law which heretofore or hereafter
remain in the hands of the Commission may be used in the respective
counties of the Regional District, in the same proportion as the same
were collected from these counties, for the purchase, development,
maintenance, and operation of parks therein. Any such funds not
collected in the said counties may be used by the Commission as in
its discretion is for the best interests of the Regional District

94. Building Regulations in Prince George's County.

(a) Authorized.The County Commissioners of Prince George's
County is authorized, empowered, and directed (1) to regulate
through rules and regulations, which shall be uniform throughout
that portion of the Regional District in Prince George's County, the
construction, improvement, and demolition of all types of buildings
within the Regional District, as it may deem necessary; (2) to reg-
ulate and establish the size of bricks and thickness of walls that are
to be used in the houses to be built in that portion of the Regional
District; (3) to provide for the entry into and examination of all
buildings, lots, yards, and enclosures and cars, boats, and vehicles
of every description in that portion of the Regional District in or-
der to ascertain their condition for health, cleanliness, and safety;
(4) to provide for the taking down and removal of buildings, walls,
