55. Net Unexpended Balances.
(a) When computed.—At least thirty (30) days prior to the ends
of the fiscal years of Montgomery and Prince George's counties, re-
spectively, the Commission shall certify and submit to the appro-
priate fiscal officers of said counties the Net Unexpended Balances
in the hands of the Commission from monies received by the Com-
mission from the Park Taxes theretofore levied by said counties re-
spectively, as provided elsewhere in this sub-title.
(b) How computed.—The Net Unexpended Balance for each
County shall be computed as in this sub-section provided. The Com-
mission shall deduct from its actual unexpended cash receipts from
said park tax an amount equal to debt service for the next succeed-
ing fiscal year on bonds issued by it and outstanding with respect
to property acquired by it in such County, plus an amount equal to
the Commission's fixed obligations under contracts the first six
months of said County's fiscal year, plus the sum of $200,000.00 with
respect to Montgomery County and $150,000.00 with respect to
Prince George's County. The difference between said two totals
shall be the Net Unexpended Balance of the Commission which
the county may credit, as hereinafter provided, against the amounts
payable by that county to the Commission in the next succeeding
fiscal year, pursuant to provisions elsewhere in this sub-title.
(c) Levy of taxes by Counties.—When the county receives the
certification from the Commission of its Net Unexpended Balance
with respect to that county, as above defined, the county if it so
elects may deduct the Net Unexpended Balance from its estimate
of the amount of money which will be raised in the next succeeding
fiscal year by the levy of the tax provided for elsewhere in this
sub-title and in such fiscal year may levy said tax at a rate which
the county estimates will produce an amount equal to the difference
so arrived at, which said amount shall then be the amount which
the county is obligated to pay the Commission in such fiscal year
pursuant to provisions elsewhere in this sub-title. In no event shall
the said tax rate be thereby reduced to a rate insufficient to produce
the amount of money necessary to pay debt service on bonds issued
by the Commission and guaranteed by the County.
Regional District
56. Regional District Continued.
The area in Montgomery and Prince George's counties, Maryland,
within the boundaries specified hereinbelow in this sub-title is con-
tinued under a corporate agency for the purposes set forth in this
sub-title and elsewhere in this Article. It is the same corporate
agency as was created by Chapter 714 of the Acts of the General
Assembly of Maryland of 1939 and continued by Chapter 992 of the
Acts of the General Assembly of Maryland of 1943. It shall be
known as the Maryland-Washington Regional District, and here-
after in this sub-title it may be referred to as the "Regional District"
or as "District".
57. Boundaries.
(a) Montgomery County.—The entire area of Montgomery Coun-
