indemnity as the County may think it proper and necessary to
stipulate and require.
464D (9) And be it further enacted, That any and all obligations
issued pursuant to the authority of this Act, the interest payable
thereon, and the income derived therefrom in the hands of the
holders thereof from time to time, shall be and is hereby declared to
be exempt from State, county and municipal taxation of every kind
and nature whatsoever in the State of Maryland.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.

AN ACT to add new Section 114A to Article 66½ of the Anno-
tated Code of Maryland (1957 Edition), title "Motor Vehicles",
to follow immediately after Section 114 thereof and to be under
the new sub-title "Point System", establishing a point system for
the revocation or suspension of motor vehicle operators' and
chauffeurs' licenses.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 114A be and it is hereby added to Article 66½
of the Annotated Code of Maryland (1957 Edition), title "Motor
Vehicles", to follow immediately after Section 114 thereof, and to be
under the new sub-title "Point System", and to read as follows:
Point System
114A. (a) In addition to, but not in substitution of, any other pro-
visions of this Article, the Commissioner of Motor Vehicles, shall
after notice to the general public put into effect a point system for
the suspension or revocation of motor vehicle operators' and chauf-
feurs licenses issued under this Article. Points shall be charged
against a licensee after conviction of violation of the motor vehicle
laws of this State, and for the purposes of this sub-title, a forfeiture
of collateral shall be considered as a conviction. Initial point values
shall be assessed as follows:
Any moving violation not listed below and not contributing to an
accident ..................................................................................2 1 points
Violations contributing to an accident.................................... 3 points
Speeding (EXCEEDING THE POSTED SPEED LIMITS
BY TEN MILES OR MORE)............................................ 3 points
Reckless driving .......................................................................4 3 points
