or narcotic drugs.................................................................. 12 points
Any felony involving use of an automobile............................ 12 points
For convictions, forfeitures and pleas of guilty certified to the
State of Maryland by other jurisdictions, points comparable to the
State of Maryland will be assigned in the discretion of the commis-
sioner of Motor Vehicles. WHENEVER CONVICTION OCCURS ON
MULTIPLE CHARGES BASED ON OFFENSES ALLEGED TO
HAVE BEEN COMMITTED AT THE SAME TIME OR ARISING
OUT OF CIRCUMSTANCES SIMULTANEOUS IN TIME AND
PLACE, POINTS SHALL BE ASSESSED AGAINST THE PER-
SON SO CONVICTED ONLY ON THE CHARGE WHICH HAS
THE HIGHEST POINT ASSESSMENT AND SHALL NOT BE
ASSESSED WITH RESPECT TO THE REMAINDER OF SUCH
MULTIPLE CHARGES.
In traffic cases turned over to military authorities, points will be
assessed immediately upon notification to the Commissioner that such
military authorities have taken disciplinary action as the result of
arrests of service personnel for moving traffic violations.
The Commissioner is authorized after notice to the general public
to make changes in the schedule of point values when in his discretion
the same shall be desirable.
THE COMMISSIONER MAY, FROM TIME TO TIME, AFTER
SEEKING THE ADVICE OF AND CONFERRING WITH THE
SUPERINTENDENT OF STATE POLICE OR HIS REPRE-
SENTATIVE AND WITH THE APPROVAL OF THE GOV-
ERNOR, MAKE CHANGES IN THE SCHEDULE OF POINT
VALUES IF HE DETERMINES CHANGES ARE NECESSARY
TO PREVENT AN UNDUE HARDSHIP UPON MOTORISTS OR
ARE NECESSARY TO PROMOTE TRAFFIC SAFETY. NOTICE
TO THE GENERAL PUBLIC OF ANY SUCH CHANGE OR
CHANGES SHALL BE GIVEN BY CAUSING SAID NEW OR
AMENDED SCHEDULE TO BE PUBLISHED AT LEAST ONCE
A WEEK FOR TWO SUCCESSIVE WEEKS IN A NEWSPAPER
WITH GENERAL CIRCULATION IN THE STATE AND BY
SUCH OTHER MEANS AS THE COMMISSIONER MAY DETER-
MINE.
(b) The Commissioner shall have full authority to issue warning
letters, conduct conferences, issue and modify orders of suspension
and revocation of motor vehicle operators' and chauffeurs' licenses
and to conduct hearings.
