title "Public Education", sub-title "Chapter 2. Formation of
Boards", relating generally to the school board for Anne Arundel
County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 7 (a) of Article 77 of the Annotated Code of Maryland
(1957 Edition), title "Public Education", sub-title "Chapter 2. For-
mation of Boards", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

7. (a) Appointment, term, removal and vacancies.—The Governor
shall appoint a
ON AND AFTER THE FIRST MONDAY IN MAY,
1960, THE County Board of Education for Anne Arundel County, to
SHALL be composed of [five] six SEVEN persons., WHO SHALL
BE APPOINTED BY THE GOVERNOR AND AT LEAST TWO OF
WHOM SHALL BE WOMEN. THE FIVE MEMBERS OF SAID
BOARD IN OFFICE ON MAY 30, 1959, SHALL CONTINUE TO
HOLD THEIR OFFICES FOR THE TERMS FOR WHICH THEY
WERE APPOINTED (ONE HAVING BEEN APPOINTED TO
SERVE UNTIL THE FIRST MONDAY IN MAY, 1965, TWO
UNTIL THE FIRST MONDAY IN MAY, 1961; AND TWO UNTIL
THE FIRST MONDAY IN MAY, 1963). ON JUNE 1, 1959, THE
GOVERNOR SHALL APPOINT A SIXTH MEMBER OF SAID
BOARD WHO SHALL SERVE UNTIL THE FIRST MONDAY IN
MAY, 1964; AND ON OR BEFORE THE FIRST MONDAY IN
MAY, 1960, THE GOVERNOR SHALL APPOINT A SEVENTH
MEMBER OF SAID BOARD WHO SHALL SERVE FROM THE
FIRST MONDAY IN MAY, 1960, UNTIL THE FIRST MONDAY
IN MAY, 1966 [, three of whom shall be men, and two of whom
shall be women: One of the members of said Board shall hold office
from the first day of June 1922, to the first Monday in May, 1924;
two of whom shall hold office from the first day of June, 1922, to
the first Monday in May, 1926; two of whom shall hold office from
the first day of June, 1922, to the first Monday in May, 1928; and
until their successors shall qualify; provided, however, that all
county school commissioners heretofore appointed shall serve until
the first day of June, 1922.] The term of office of said commissioners
MEMBERS, [after the expiration of the term for which first
appointed,} shall be for a term of six years [.] , provided, however,
that one of the Commissioners
MEMBERS TO BE appointed in
1959, 1961, and
IN 1963 shall be appointed for a term TERMS of
five years only.
The members of the Board shall be appointed solely
because of their character and fitness, but no person shall be
appointed to said Board who is in any way subject to its authority.
In making the appointment, the Governor shall give due considera-
tion to maintaining a proper geographic composition in the member-
ship of the board, and in no event shall more than two members
reside in the same election district.
The State Superintendent of
Schools, by and with the approval of the Governor, may remove any
member of said Board appointed under the provisions of this sec-
tion for immorality, misconduct in office, incompetency or wilful
neglect of duty, giving to him a copy of the charges against him, and
an opportunity of being publicly heard in person, or by counsel, in
his own defense, upon not less than ten days' notice. If any member
of said Board shall be removed, the State Superintendent of Schools
shall file in the office of the Clerk of the Circuit Court for Anne
