exceed the sum of $100.00, then the County Manager, OR ANY
OTHER PERSON DESIGNATED BY THE BOARD OF COUNTY
COMMISSIONERS IN THE ABSENCE OF THE COUNTY MAN-
AGER, may approve for payment the voucher or any part thereof.
(b) Any voucher not covered by sub-section (a) shall be approved
only as follows:
(1) At least seven days before approving any such voucher, the
County Commissioners shall publish in at least one newspaper having
general circulation in the County a statement specifying in detail
each particular item of expense covered by the voucher and for what
and to whom payable.
(2) Any taxpayer may protest against payment of the claim or
any portion covered by such voucher, by filing with the County Com-
missioners within seven days after such publication, a protest in
writing specifying the voucher or items objected to and the reason
for objection.
(3) Upon the filing of any protest, the County Commissioners
shall fix a time for hearing thereon and notify all interested parties
of the time and place for the hearing; and at such hearing shall
receive and consider any evidence presented by any person that any
item of such voucher is incorrect, excessive or not bona fide.
(4) Upon the expiration of seven days after such publication, if
no protest is filed or after hearing thereon when protest is filed, the
County Commissioners may by majority approve for payment the
voucher or any part thereof; provided, however, that if the amount
of said voucher does not exceed $100.00, and no protest is filed, then
the County Manager, OR ANY OTHER PERSON DESIGNATED
BY THE BOARD OF COUNTY COMMISSIONERS IN THE
ABSENCE OF THE COUNTY MANAGER, may approve for pay-
ment the voucher or any part thereof.
(c) Any voucher approved pursuant to this Section shall be signed
by the County Commissioners so approving, or if the voucher does not
exceed $100.00, by the County Manager; such signature shall con-
stitute a certificate that the Commissioner, or the County Manager,
believes such voucher to be a fair, correct and bona fide claim payable
from County funds.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1959.
