6 LAWS OF MARYLAND [CH. 2

SEC. 2. AND BE IT FURTHER ENACTED, THAT THE
STATE ROADS COMMISSION SHALL REPORT TO THE 1961
SESSION OF THE GENERAL ASSEMBLY OF MARYLAND ITS
RECOMMENDATIONS RESPECTING ANY SECONDARY SYS-
TEM OF HIGHWAYS OR COUNTY ROADS NOT THERETO-
FORE COMPLETED AS SCHEDULED IN THE AFOREMEN-
TIONED DOCUMENTS (YELLOW BOOK OR GREEN BOOK).

Seer 3 SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

Approved March 1, 1960.

CHAPTER 2
(House Bill 40)

AN ACT to repeal Sections 86 to 89 inclusive of Article 89B of the
Annotated Code of Maryland (1957 Edition), title "State Roads",
sub-title "Bridges", which Sections authorize the State Roads
Commission of Maryland to enter into agreements with the State
of West Virginia regarding the purchase, erection, operation, re-
pair and maintenance of bridges and approaches over the Potomac
River, provide for the charge and collection of tolls over said
bridges and approaches, provide for the manner in which title to
such bridges and approaches is to be held and prohibit the levy,
assessment or collection of any tax by the State of West Virginia
upon the interest or title to such bridges and approaches held by
the State of Maryland.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 86 to 89 inclusive of Article 89B of the Annotated
Code of Maryland (1957 Edition), title "State Roads", sub-title
"Bridges", be and they are hereby repealed.

SEC. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public peace, health and safety and for the pro-
motion of the general welfare of the public, and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

Approved March 1, 1960.
