(House Joint Resolution 19)
House Joint Resolution seeking the appointment of a Legislative
Council Committee to study the expenditure of funds now on hand
for improvement of State-owned parks.
WHEREAS, Maryland's topography is such that its natural scenic
beauty is readily accessible to great numbers of recreation-seek-
ing people; and
WHEREAS, the Governor of Maryland and the Maryland General
Assembly have recognized the vast economic potential of this
natural resource, and have since 1951 appropriated approximately
three and three quarters millions of dollars to promote its further
development; and
WHEREAS, the Maryland Department of Forests and Parks now
owns one hundred and thirty five thousand seven hundred and fifty
eight acres of land suitable for such further development; and
WHEREAS, the public demand for recreational facilities on these
State owned park areas far exceeds the facilities presently de-
veloped, and the rate of development is inadequate to materially
further such potential economic growth, and indeed many of our
Maryland citizens, seeking such recreation as should be provided,
are forced to use facilities provided liberally by our sister States
enhancing their economic well-being; and
WHEREAS, of the monies appropriated by the Governor and the
General Assembly, as of November 1959, two million twenty-seven
thousand four hundred and sixty-eight dollars remain unexpended,
some of which was appropriated in 1951 and each subsequent year
thereafter, and of these unexpended funds, in many instances very
small amounts have been spent from a given budget circumventing
the legislative intent for such appropriation; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Legis-
lative Council appoint a committee to study the necessary steps to be
taken in order that an adequate program of recreational development
within the monetary limits imposed by the General Assembly can be
augmented, and accelerated toward the end that the citizens of
Maryland will be provided with those recreational facilities within
